Job summary

London Borough of Richmond upon Thames in Twickenham seeks a Digital Development Manager to shape and improve the council’s online services. You will lead a small Digital Development team while contributing hands-on development on sites, forms, APIs and integrations.

The role requires strong web development skills with ASP.NET/.NET Core, CMS platforms, APIs, security, accessibility and modern practices, including exploring AI opportunities to enhance service delivery.

Qualifications

• Hands-on experience building and maintaining websites and web apps, with HTML, CSS and JavaScript.
• Strong ASP.NET / .NET Core experience and RESTful APIs.
• Good understanding of CMS platforms, web architecture, APIs, hosting, and cloud environments.
• Solid knowledge of accessibility, WCAG, web performance and secure web development (OWASP).

Responsibilities

• Lead and manage the digital development team to plan capacity and deliver projects.
• Oversee configuration, development, hosting and support of the council website and Umbraco CMS.
• Direct development on online forms (Granicus) and integrations.
• Ensure secure, tested, documented deployments aligned with security standards.
• Hands-on coding tasks and delivery of bespoke web tools.
