Job summary

London Borough of Richmond upon Thames and London Borough of Wandsworth is seeking a Digital Development Manager to lead our online council services, working with residents, businesses and staff. This hands-on leadership role requires strong web development skills across HTML, CSS, JavaScript, .NET, APIs, SQL and CMS platforms.

You will manage a small team and contribute to development work, delivering secure, accessible and reliable digital services.

Qualifications

• Hands-on experience building and maintaining websites and web apps.
• Proficient in HTML, CSS and JavaScript.
• Experience with ASP.NET / .NET Core and RESTful APIs.
• Understanding of CMS platforms, hosting, deployment pipelines and cloud environments.
• Strong knowledge of accessibility, performance, and OWASP security.

Responsibilities

• Lead a small digital development team and contribute to development work.
• Manage council website and Umbraco CMS; oversee Granicus online forms.
• Set technical direction, ensure secure, tested, documented deployments.
• Improve online services for residents, businesses and staff.
• Explore AI and emerging tech to boost productivity and services.
