Job summary

Richmond & Wandsworth Better Service Partnership is seeking a Digital Development Manager in Twickenham. You will lead a small team of Digital Developers and hands-on contribute to development, while shaping and improving online council services used by residents, businesses and staff across two boroughs.

You will oversee the council website, Umbraco CMS, and Granicus online forms, directing development, security, testing and deployment.

Qualifications

• Hands-on experience building and maintaining websites and web apps, including HTML/CSS/JS.
• Strong knowledge of ASP.NET/.NET Core for web development and API integration.
• Understanding of CMS platforms, hosting, deployment pipelines and cloud environments.
• Experience delivering accessible, secure web solutions compliant with WCAG and OWASP.

Responsibilities

• Lead a digital development team while contributing to development work yourself.
• Manage and improve the council website, Umbraco CMS and Granicus forms platform.
• Set technical direction, ensure secure practices, and align developments with security standards.
• Oversee workload planning, capacity, testing, and documentation before production.
• Explore modern technologies to make solutions more secure, scalable and innovative.
