We are seeking a Lead Delivery Manager to join the new Digital Delivery Team within the Operations Directorate. You will play a pivotal role in transitioning from traditional project delivery to a product-oriented delivery operating model that meets the evolving needs of our service providers and users.

Main duties of the job

The post holder will be responsible for leading multidisciplinary teams within the Operations Directorate, creating an environment that enables delivery at pace in line with DHCW and NHS Wales standards and procedures. You will line manage the scrum team, remove blockers, lead Agile ceremonies and project management meetings, and work closely with Product and Service Managers to track and report progress.

Fundamental to this role is creating an efficient, organized, and productive environment to enable the team to deliver. You will manage the day-to-day progress of the Delivery Team, build effective stakeholder relationships, promote the right mindset, encourage participation, and align sprint goals with project milestones and strategic objectives.

The ability to speak Welsh is desirable; English and/or Welsh speakers are equally encouraged to apply.

Job responsibilities

As an experienced Agile Delivery Manager or Project Manager, you will:

  • Coach and lead teams in Agile and Lean practices, acting as a recognized expert and advocate.
  • Coach, train, and mentor other teams as the central expertise.
  • Apply specialist knowledge across work procedures, underpinning theoretical and practical experience.
  • Identify and overcome obstacles, providing positive support to resolution.
  • Create or tailor new ways of working and innovate continually.
  • Visualize outcomes, articulate them clearly, and engage stakeholders to gain buy-in and trust.

You will also ensure effective project controls and planning to coordinate organisational and national programmes, including:

  • DevOps: optimizing software capability, automation, and integration.
  • Open Architecture: adopting frameworks to accelerate delivery.
  • Cyber Security: reducing risks and improving NHS Wales security.
  • Cloud: utilizing modern digital tools and maintaining critical IT infrastructure.
