Overview of the Work
This work package is divided into distinct deliverables that will enhance and modernise existing services. Each deliverable is timeboxed to maintain agile and iterative working while ensuring measurable outcomes.
The Lead D365 Developer will work as part of a blended team alongside civil servants from DfE's Solutions Development Team (SDT) and Education Estates. The role will involve working closely with delivery managers, business analysts, testers, technical stakeholders and other developers to ensure the successful delivery of high-quality CRM and Power Platform solutions.
- Provide technical leadership across D365 and Power Platform development activities.
- Understand and assess existing CRM systems and identify opportunities for improvement.
- Lead the maintenance, enhancement and development of existing services.
- Provide technical guidance and resource planning for wider development and testing teams.
- Support the transition from the incumbent supplier and ensure continuity of development and testing activities.
- Establish and maintain development standards, best practices and quality processes.
- Provide technical input into solution design, implementation and future roadmap planning.
Background
Education Estates (EE) Digital, Data and Technology (DDT) activities support the national school condition and construction programmes. Historically, DDT projects have been delivered tactically, often resulting in technical debt.
This SoW aims to support long-term development planning and scoping while reducing technical debt and establishing sustainable, scalable solutions.
The Lead D365 Developer will play a key role in providing technical leadership across CRM and Power Platform development, ensuring solutions are aligned with DfE technical standards and wider government standards.
Core ResponsibilitiesTechnical Leadership
- Lead and provide technical direction to D365 and Power Platform development teams.
- Own and contribute to technical solution design and architectural decisions.
- Review technical requirements and translate them into scalable and maintainable solutions.
- Establish development standards, coding practices and technical guidelines.
- Conduct code reviews and ensure adherence to development and security standards.
- Identify technical risks, dependencies and opportunities for improvement.
- Support technical planning, estimation and delivery of development work.
- Mentor and support junior and mid-level developers.
Purpose:
Develop a portal for responsible bodies involved in school construction.
Key Activities:
- Integration of CDC data.
- Provide technical leadership and D365/Power Platform expertise.
- Support solution design and implementation.
- Ensure integrations and development follow agreed technical standards.
Schools-Based Nurseries Service
Purpose:
Support new funding rounds for converting unused school space into nursery places.
Key Activities:
- New development of CRM functionality.
- Iterative improvements to existing CRM services.
- Provide technical guidance to the development team.
- Ensure solutions are scalable, secure and maintainable.
Connect the Classroom
Purpose:
Support the development and rebuild of the service.
Key Activities:
- Rebuild and development of the service on the newest CRM platform.
- Lead development and technical implementation.
- Provide technical oversight across D365 and Power Platform components.
- Ensure development aligns with established standards and best practices.
Data Team
Purpose:
Build strategic data environments and taxonomies linked to CRM.
- Ensure CRM development aligns with consistent data models.
- Work closely with the Data Team and other CRM teams.
- Provide technical guidance around data integration and architecture.
Service Support Team
Purpose:
Maintain and evolve existing services during transformation, particularly the Construct service.
- Provide technical leadership for existing CRM services.
- Support resolution of complex technical issues.
- Contribute to long-term service management and technical improvement plans.
The Lead D365 Developer will be expected to work in accordance with:

Leadership & Stakeholder Responsibilities
As a Lead D365 Developer, you will be expected to:
- Act as a technical point of contact for D365 and Power Platform development.
- Work closely with senior stakeholders, delivery managers and business analysts.
- Communicate complex technical concepts clearly to both technical and non-technical audiences.
- Provide technical estimates, recommendations and delivery plans.
- Identify and manage technical risks and dependencies.
- Support recruitment, technical assessment and mentoring of developers where required.
- Promote engineering best practices and continuous improvement.
- Take ownership of technical delivery and ensure solutions meet agreed quality standards.
