Job summary

Massachusetts Library System seeks a Library Director for Winchester Public Library. The role oversees daily library operations, policy implementation, budget preparation, grant administration, and staff management to meet community needs.

The position requires MLS degree, state certification, and at least five years of professional library experience, including supervisory responsibilities; CORI is required.

Qualifications

• Thorough knowledge of the principles and practices of modern public library management.
• Current knowledge of automated library systems and library technology.
• Strong interpersonal skills, written and oral communication.
• Knowledge of basic accounting procedures.
• Speaking and writing for effective communication. Includes use of telephone, e-mails, as well as traditional formal letter writing.
• Ability to maintain confidentiality of office matters such as private personnel information, patron information, witness to executive session meetings of the Board of Trustees, and contractors’ bids and pending action in contract negotiations.
• Must be able to deal calmly and effectively with staff and patrons under stressful circumstances; ability to represent the library in a positive and professional manner.

Responsibilities

• Develop and prepare the annual budget for consideration by the Board of Trustees, the Finance Committee, and the Town Manager; recommend building equipment additions and/or replacements and capital improvements; manage and direct expenditures of library accounts; apply for and administer local, state, and federal grants; oversee purchase of all library materials in accordance with Materials Expenditure Requirements of the state.
• Manage the physical plant to ensure proper maintenance and utilization of the facility; responsible for all necessary repairs, cleanliness, and good maintenance of the facility, its systems and grounds; negotiate service contracts and hire service vendors as needed to maintain the plant and grounds.
• Responsible for all aspects of human resources associated with the library, including recruitment, interviewing, hiring, training, evaluating, disciplining, and firing; review personnel assignments and staffing levels; responsible for staff direction and productivity.
• Administer library programs and policies under the goals and policies approved the Board of Trustees; responsible for the development of goals and objectives and accountable for the library's accomplishments.
• Represent the library effectively and promote support for the library by maintaining good relations with other town departments, boards, committees, and civic groups; attend and participate in town department head meetings and on committees as required; represent the library on the Membership committee at MLN; participate on MLN committees; attend professional meetings and workshops.
• Plan and supervise the operation of the public library including overall responsibility for evaluating community needs, recommending policies and changes to existing policies, services, activities, and changes in operation.

Education

Master's Degree in Library and Information Science

Certification by the Massachusetts Board of Library Commissioners

Minimum five years of relevant professional experience

Three years in a supervisory capacity
