Job summary

Matchtech is assisting a public sector client in recruiting a Highways Asset Manager for an interim secondment to lead the highways assets team and set strategic direction.

The role requires extensive senior asset management experience, strong budget discipline, and proven capability to deliver long-term asset plans while engaging a wide range of stakeholders. Hybrid working is available with 2 days in the office.

Qualifications

• Significant experience in highways asset management at senior level.
• Knowledge of highways asset management legislation, policy and lifecycle planning.
• Proven track record in managing substantial budgets and influencing investment decisions.
• Strategic planning and policy development experience.
• Leading multi-disciplinary teams and fostering collaboration.
• Credibility to work in a political environment.
• Excellent communication, presentation and influencing skills.
• Degree level education with professional membership (e.g. IHE, CIHT, ICE).

Responsibilities

• Lead and develop a multi-disciplinary team with clear direction.
• Develop and deliver highways asset management plans, including lifecycle inventories.
• Shape long-term strategies, policies, and procedures aligned with council objectives.
• Manage substantial budgets with value for money and robust financial planning.
• Oversee capital maintenance programmes and support MTFP bids.
• Ensure compliance with legislation, standards, and health & safety requirements.
• Act as senior technical representative for the council with stakeholders.
• Drive innovation and adoption of best practices in asset management.
