Job summary

James Andrews Recruitment Solutions Ltd is supporting a housing association in South Wales to appoint an Interim Head of Procurement on a 6‑month fixed‑term basis.

This senior leadership role focuses on strengthening procurement and contract management, delivering strategic direction, governance and assurance across the organisation.

Hybrid working 2/3 days from home and potential for a condensed 4‑day week, with day rate or fixed-term arrangements up to £90k.

Qualifications

• Substantial procurement and contract-management experience in social housing or regulated sectors.
• Knowledge of procurement legislation, governance and best practice.
• Ability to design and embed procurement controls and approval gateways.
• Experience explaining complex requirements and delivering practical training.

Responsibilities

• Develop and embed a strengthened procurement control framework.
• Assess capability and recommend long-term operating model.
• Strengthen strategy, policies, procedures and guidance for easy application.
• Operate robust gateways with clear routes, approvals and controls.
• Set auditable standards for decisions, exemptions and records.
• Provide oversight across procurement activity and escalate risks.
• Advise colleagues throughout procurement processes from planning to award.
• Design and deliver training to build organisational capability.
