Job summary

North West Local Authority is seeking an Interim Head of Capital Projects / Capital Projects Manager to lead a portfolio of council estates capital schemes. The role covers feasibility, business case through to procurement, construction and handover, with oversight of budgets, risks and external partners.

The assignment is a 3-month rolling contract with hybrid working and a daily rate of £600-£700 inside IR35, DOE.

Responsibilities

• Leading the delivery of a portfolio of capital projects across the Council's estate
• Managing projects from feasibility and design through to procurement, construction and completion
• Overseeing project budgets, forecasting, risks and programme performance
• Managing external consultants, contractors and multidisciplinary project teams
• Providing strong commercial and contract management throughout the project lifecycle
• Ensuring projects are delivered on time, within budget and to the required quality standards
• Ensuring compliance with relevant Health & Safety, CDM, Building Regulations and procurement requirements
• Preparing reports and programme updates for senior stakeholders
• Managing competing priorities across a varied capital programme
• Supporting future capital investment planning and programme development
• Providing leadership and direction to internal project teams where required

I'm currently working with a Local Authority in the North West looking to bring in an experienced Head of Capital Projects / Capital Projects Manager to support the delivery of its capital programme.

This role would suit someone with a strong background managing complex capital projects within a Local Authority or wider public-sector environment, who is comfortable overseeing projects from initial feasibility and business case through procurement, construction and handover.

Key responsibilities will include:
