Job summary

Essex County Council, supporting Epping Forest District Council, seeks an experienced Policy & Performance Officer for the Property & Housing Services team on a temporary 6-month contract. The role focuses on developing housing strategies, analysing performance data and ensuring regulatory compliance, with a strong emphasis on evidence-based policy making.

You will engage with tenants, partners and senior leaders to shape strategic housing directions and lead on governance, reporting and service

Qualifications

Significant public sector policy experience is required, ideally in local authority or housing settings.
Proven ability to translate research into practical policy recommendations and service improvements.
Experience producing reports and presentations for senior leaders and elected members.

Responsibilities

Lead the development of the Local Supported Housing Strategy in line with legislation.
Conduct detailed research and needs analysis on housing supply, demand and demographics.
Develop evidence-based policy recommendations for service improvement and strategy.
Coordinate review and development of housing policies ensuring regulatory compliance.
Develop and maintain the performance management framework for Property & Housing Services.
Produce high-quality performance reports and annual service reviews for senior stakeholders.
Support compliance with statutory data collection and reporting requirements.
