Job summary

Arcturus Technology LTD. in Blackburn is hiring an IT Project Manager to lead high-priority digital transformation initiatives, overseeing the full SDLC for enterprise projects.

The role sits at the intersection of business strategy and technical delivery, with a hybrid work setup. You will govern projects using Agile or Waterfall, manage budgets from 500k to 2m, coordinate with developers, QA and DevOps, and report to the CFO.

Qualifications

• Bachelor’s or Master’s degree in a STEM subject (Computer Science, Engineering) or Business Management.
• PMP, PRINCE2 Practitioner, or Certified Scrum Master (CSM) certification is required.
• Proficiency with Jira, Confluence, Microsoft Project, and Monday.com.
• 4+ years in a structured IT environment; AWS/Azure migrations or ERP implementations are a plus.

Responsibilities

• Oversee the full Software Development Life Cycle (SDLC) for IT projects across departments.
• Establish and maintain project governance using Agile or Waterfall methodologies.
• Manage project budgets from £500k to £2m and report monthly variances to the CFO.
• Act as the liaison between engineering teams and business units, controlling scope via Change Requests.
• Proactively identify bottlenecks; maintain RAID log and mitigation plans for delays.
• Coordinate with Department Heads to allocate Developers, QA, and DevOps across workstreams.
• Lead post-implementation reviews and ensure smooth BAU transition.
