Job summary

North Yorkshire Council is seeking an experienced Development Management Team Manager to lead the planning service. You will oversee a high-performing team, manage major applications and appeals, and drive improvements to deliver high-quality outcomes for residents and the environment.

Hybrid working, relocation allowance, and a potential 10% recruitment payment are available. The role requires Chartered RTPI membership, a planning degree, and proven leadership in development management.

Qualifications

• In-depth knowledge of planning legislation, policy, and guidance and how to apply it in practice.
• Significant experience managing complex planning cases and leading major applications and appeals.
• Proven leadership experience with the ability to manage, motivate, and develop a team.
• Experience working with elected Members and external stakeholders.
• Strong organisational and project management skills under pressure and tight deadlines.

Responsibilities

• Lead and develop a team of planning professionals, providing technical guidance and leadership.
• Oversee complex and high-profile planning applications and appeals.
• Support service improvement, transformation, and cultural change within the team.
• Manage negotiation of community benefits through planning obligations and CIL.
