Job summary

RL People is seeking an experienced HSEQ and Compliance Manager to own health, safety, environmental and quality compliance at a metals recycling/waste site. You will lead environmental permits with NRW, drive audits, and act as the technically competent manager.

The role covers risk assessments, ISO 9001/14001/45001, and KPI reporting, with strong emphasis on manual site leadership and regulatory liaison.

Qualifications

• Hold and maintain WAMITAB / CIWM Operator Competence for a permitted waste/recycling site (Level 4 medium risk typical).
• Proven HSEQ/compliance experience within waste, recycling or metals, ideally with EA or NRW permits.
• Full UK driving licence.
• Hazardous waste, WEEE or scrap metal experience.
• Experience managing multiple permits or more complex waste streams.

Responsibilities

• Technical competence & permitting ownership for the site permit and regulator engagement.
• Keep permits, exemptions, duty of care, hazardous waste records and consignment documentation audit‑ready.
• Lead site H&S incl risk assessments, method statements, COSHH, inductions and incident investigations.
• Maintain ISO-aligned systems across 9001, 14001 and 45001 and support audits.
• Produce monthly HSEQ and compliance KPIs and drive corrective actions to completion.
• Support permit variations, new waste streams and site changes ensuring compliance.

Job description

Are you an experienced HSEQ professional who enjoys being on the ground, solving problems and making things happen?

Do you have the technical competence to take ownership of a permitted waste or recycling site, and the confidence to deal directly with regulators, contractors, customers and site teams?

We are supporting a growing metals recycling and waste business looking for a hands-onHSEQ & Compliance Manager to take ownership of health, safety, environmental and quality compliance.

You’ll play a key role in keeping the operation safe, compliant and audit-ready, while acting as the site'sTechnically Competent Manager for its environmental permit with Natural Resources Wales.

Key Responsibilities

• Technical competence & permitting: Hold and maintain the WAMITAB / COTC competence required for the site permit, including TCM attendance and cover.
• Environmental compliance: Keep permits, exemptions, duty of care, hazardous waste records and consignment documentation accurate, current and audit-ready.
• Health & safety: Lead site H&S, including risk assessments, method statements, COSHH, inductions, training, contractor control and incident investigations.
• Quality & management systems: Maintain ISO-aligned systems across 9001, 14001 and 45001, supporting internal and external audits.
• Performance & improvement: Produce monthly HSEQ and compliance KPIs and drive corrective actions through to completion.
• Change management: Support permit variations, new waste streams and operational/site changes, ensuring compliance requirements are addressed before implementation.

Requirements

You’ll need a strong practical understanding of HSEQ and environmental compliance within waste, recycling or metals.

Essentially, we’re looking for:

• Valid WAMITAB / CIWM Operator Competence at the appropriate risk level for a permitted waste/recycling site — Level 4 medium risk typical.
• Proven HSEQ/compliance experience within waste, recycling or metals, ideally working with EA or NRW environmental permits.
• Full UK driving licence.
• Hazardous waste, WEEE or scrap metal experience.
• Experience managing multiple permits or more complex waste streams.
