The HR Manager will manage and develop a small HR team, ensuring that HR advisory, employee-relations and administrative services are coordinated, responsive and delivered consistently. The postholder will also manage complex and sensitive employee-relations cases, providing expert advice to managers and senior leaders where appropriate. Working as part of the People & Culture team, the HR Manager will contribute to the delivery of the organisation's people strategy, support a positive employee experience, and ensure that people policies and practices reflect organisational values, employment law and the requirements of a regulated social housing environment.
What you'll be doing
- To lead the effective delivery of day-to-day HR services across the organisation, providing high-quality advice, guidance and support to managers and employees.
- Ensure that the HR team provides consistent support across the employee lifecycle, including onboarding, probation, performance, attendance, conduct, development and offboarding.
- Lead or provide expert advice on complex and sensitive employee-relations cases, including disciplinary, grievance, capability, TUPE, ET and workplace relationship matters.
- Ensure effective partnering with hiring managers to define talent needs and recruitment strategies
- Design, implement and embed a performance management culture. Providing the tools and guidance to enable managers to define colleague and team goals that support Group objectives

- Proven experience in a generalist HR management, HR business partnering or senior HR advisory role.
- Experience managing and developing an HR team, including setting objectives, allocating work, providing supervision and managing performance.
- Significant experience managing complex employee-relations cases, including disciplinary, grievance, capability, performance and absence matters.
- Experience advising managers and senior leaders on sensitive, high-risk or legally complex people issues.
- Experience developing, reviewing and implementing HR policies and procedures.
- Experience using HR systems and producing workforce reports and management information.
- Experience working in social housing, public sector, regulated services or another complex organisational environment is desirable.
- Experience supporting organisational change, restructuring, consultation or service improvement is desirable.

- CIPD Level 5 Associate Diploma in People Management, or equivalent professional experience.

- Able to provide clear, confident and commercially aware advice to managers and senior leaders.
- Strong influencing and negotiation skills, including the confidence to challenge constructively.
- Excellent written communication skills, including the ability to prepare reports, case documentation, policies and formal correspondence.
- Strong verbal communication skills, with the ability to handle difficult and sensitive conversations professionally.
- Able to manage competing priorities and ensure that urgent or high-risk matters receive appropriate attention.
- Strong analytical and problem-solving skills.
- Able to interpret legislation and policy and translate requirements into practical advice.
- High level of discretion, integrity and emotional resilience.
- Strong attention to detail and commitment to accurate record-keeping.
- Able to use HR data to identify trends, inform decisions and support service improvement.
- Confident using HR systems, case-management tools and Microsoft 365.
- Able to build effective working relationships across the organisation and contribute positively to a collaborative People & Culture service.
