Job summary

EMCCA is seeking a Housing Strategy and Performance Manager to lead the housing strategy and performance function across the East Midlands. Translate policy into clear strategies, delivery plans and measurable outcomes, advising senior officers, elected members and partners.

You will lead a small team, manage budgets and collaborate with local authorities, Homes England, and government bodies, with the opportunity to develop leadership skills into a first management role.

Qualifications

• Significant experience in housing strategy, policy or delivery planning.
• Strong analytical skills to turn data into insights.
• Ability to prepare reports for senior audiences and committees.
• Proven partnership, influencing and communication skills.

Responsibilities

• Lead development and implementation of EMCCA housing strategy work programme.
• Develop and maintain housing performance frameworks and dashboards.
• Prepare evidence-based reports and recommendations for senior officers and boards.
• Coordinate EMCCA Housing and Land Committee; support task groups.
• Create delivery plans with milestones and trackers; monitor progress.
• Build relationships with local authorities, Homes England and partners.
• Manage budgets, contracts and external specialist support.
• Lead and develop a small team and foster a positive working environment.
