Job summary

Tamworth Borough Council is seeking a Private Sector Housing Enforcement & Tenancy Liaison Officer to lead enforcement and tenancy regulation across the private rented sector. The role reports to the private sector housing team leader and involves collaboration with landlords, tenants, and legal services to improve housing standards.

The position is hybrid (2 days remote) and temporary for 18 months, with potential for extension.

Responsibilities

• Investigate complaints relating to disrepair, poor housing conditions and breaches of housing legislation.
• Conduct inspections using the Housing Health and Safety Rating System (HHSRS).
• Prepare schedules of work and serve statutory notices.
• Monitor compliance and undertake enforcement action where necessary.
• Investigate unlawful eviction, harassment, discrimination, retaliatory eviction and unlawful rent increases.
• Provide specialist advice and guidance to landlords and tenants.
• Prepare evidence and case files for civil penalties, prosecutions, cautions and Rent Repayment Orders.
• Represent the Council at court and tribunal hearings where required.
• Work with housing solutions colleagues to prevent homelessness.
• Support landlord engagement initiatives, forums and awareness campaigns.
• Assist with HMO licensing and other private sector housing regulatory functions.
• Support the development of housing strategy, enforcement policy and private sector housing initiatives.
