Job summary

Essential Employment is seeking a Housing Enforcement Officer in Northampton on a full-time temporary contract. The role involves conducting property inspections, HHSRS assessments, serving notices, and pursuing enforcement actions to improve private rented sector standards.

You will work with licensed HMOs to ensure licensing, compliance with management regulations, and respond to disrepair and nuisance reports, with evidence given in tribunals as required.

Qualifications

  • HHSRS competency
  • Recent and substantial experience carrying out housing inspections and enforcement activity
  • Strong working knowledge of housing legislation with proven experience applying enforcement powers
  • Proven experience issuing Civil Financial Penalties under the Housing Act 2004 (hands-on experience taking action and issuing penalties)
  • Ability to hit the ground running with minimal training or supervision

Responsibilities

  • Undertake property inspections and HHSRS assessments, draft schedules of work, prepare and serve notices, interview people under caution, execute warrants of entry and carry out works in default and prepare cases for prosecution or civil penalties to improve standards in Private Rented sector; give evidence in Tribunal/Courts Service.
  • Collaborate with owners and managers of licensable HMOs to ensure licensing, maintenance, and compliance with HMO Regulations.
  • Respond promptly to complaints about disrepair and nuisance; investigate, assess risks, determine causes, urgency, and remedies.
  • Develop relations with other services to enable information flow, joint work, and timely resolution of complex problems; keep service users informed.

Job description

Housing Enforcement Officer needed in Northampton, £21.67ph PAYE - Reference: RQ1780355

You will ideally have -

  • Current HHSRS competency
  • Recent and substantial experience carrying out housing inspections and enforcement activity
  • Strong working knowledge of housing legislation with proven experience applying enforcement powers
  • Proven experience issuing Civil Financial Penalties under the Housing Act 2004 (candidates must be able to demonstrate hands-on experience taking action and issuing penalties, not just an understanding of the legislation)
  • Ability to hit the ground running with minimal training or supervision

1. Undertake a range of activities including property inspections, HHSRS assessments, the drafting of schedules of work and the preparation and serving of notices, interviewing people under caution, executing warrants of entry and carrying out works in default and prepare cases for prosecution or the imposition of civil penalties to ensure the maintenance and improvement of standards across the Private Rented sector. Give evidence as necessary in the Tribunal and Courts Service.
2. Work collaboratively with the owners and managers of licensable HMOs to ensure that their properties are licensed, well managed, maintained in a good condition, meet the amenity standards and comply with the HMO Management Regulations.
3. Respond promptly, within agreed timescales, to complaints about serious disrepair and housing-related nuisance in the private sector and, through investigation, evaluate risks and hazards and determine the nature, cause, urgency and remedy of the problems.
4. Develop and maintain close working relations with a wide range of other services and organisations in order to facilitate the flow of information, encourage joint working and co-operation, achieve the prompt resolution of complex problems and ensure that, even when an input is required from a number of teams, service delivery is always well co-ordinated and the service user is kept fully informed of developments.

This is a Full time role on a temporary contract basis.
