Job summary

Charnwood Borough Council in Loughborough is seeking a proactive Programme Delivery Manager to lead the strategic and operational delivery of the housing capital and revenue budgets for Landlord Services. You will oversee day-to-day delivery of housing major repair, cyclical and capital programmes, asset management for housing stock, and compliance with safety and regulatory requirements, working with senior leaders to drive continuous improvement.

Qualifications

Relevant construction qualification or professional membership (RICS/CIOB) or equivalent.
Experience managing compliance in housing, property, or public sector.
Strong understanding of housing legislation, consumer standards, and environmental health.
Excellent communication, leadership and stakeholder engagement skills.
Commitment to professional standards, tenant welfare and continuous improvement.

Responsibilities

Oversee day-to-day delivery of housing major repair, cyclical and capital programmes and compliance services.
Identify investment work and support the housing investment plan.
Monitor KPIs, report performance and forecasting scenarios.
Maintain asset records, surveys, and energy certificates.
Contribute to procurement to deliver Decent Homes and major projects.
Provide leadership and develop staff, with training where needed.
Champion tenant safety and engagement through partnerships.
Ensure quality, value for money and excellent customer care.
