Job summary

Carrington West is seeking a Highways Quantity Surveyor to provide specialist commercial support on a major transport capital programme. You will manage financial and contractual aspects of highway projects, prepare estimates, monitor budgets, and lead procurement in line with NEC contracts and procurement procedures.

The ideal candidate has proven highways and civil engineering experience, strong commercial acumen, and a degree in Quantity Surveying, with progress towards RICS/CIOB.

Qualifications

• Proven Quantity Surveying experience within highways, transportation, civil engineering, or infrastructure projects, ideally within a local authority or public sector environment.
• Strong commercial and contractual management expertise, including cost planning, budget monitoring, valuations, contractor payments, and procurement.
• Sound working knowledge of NEC contracts, commercial risk management, and delivering value for money across capital programmes.
• Membership of or progress towards a relevant professional body such as RICS or CIOB.
• Excellent analytical, negotiation, communication, and stakeholder management skills, with the ability to work independently and provide immediate specialist support in a fast-paced environment.

Responsibilities

• Manage the financial and contractual aspects of highway and transportation capital projects.
• Prepare cost estimates, monitor budgets, and assess contractor applications for payment.
• Lead procurement and contract administration activities in accordance with relevant legislation and organisational procedures.
• Identify, manage, and mitigate commercial risks while ensuring value for money throughout the project lifecycle.
• Work collaboratively with engineers, project managers, contractors, and stakeholders to support the successful delivery of highway infrastructure projects.
