Job summary

Cardiff Council is recruiting a Team Leader for the s278/s38 Team within the Transport Service Area. You will oversee highway works related to new developments, manage technical approvals, budgets and multidisciplinary collaboration to deliver safe, high‑quality infrastructure for Cardiff.

The role requires strong highways/transport engineering experience, knowledge of the Highways Act 1980, and excellent communication skills to coordinate with developers, consultants, internal teams and elected

Qualifications

Strong experience in highways or transport engineering.
Sound understanding of the Highways Act 1980.
Excellent communication skills.
Ability to manage multiple projects in a fast-paced environment.
Experience of technical review, budget management and collaborative working.

Responsibilities

Lead and manage the s278/s38 Team, delivering developer-funded highway works.
Oversee the preparation, negotiation and progression of Section 278 and 38 agreements and approvals.
Manage inspections of highway works ensuring designs and safety standards.
Coordinate handover and adoption of completed highway infrastructure with records accurately maintained.
Liaise with internal departments to ensure integrated scheme delivery.
Provide technical reports and updates to senior management and Members.
Contribute to policy development and reviews of highway standards.
