Job Purpose
- To inspect activities undertaken by statutory undertakers on the public highway, ensuring compliance with relevant legislation such as the Traffic Management Act 2004, New Roads and Street Works Act 1991, and Highways Act 1980.
- The post holder will be responsible for ensuring activities meet the requirements of the Thurrock Permit Scheme and that proper communication is maintained through signage on all sites.
- To contribute to the management of Thurrock Highways assets and traffic management as part of an integrated highways team.
- To provide technical leadership in the delivery of Street Works/Network Management functions as directed by the Network Manager.
Key Service Related Accountabilities
- Carry out inspections of streets and footways during and/or following works, monitoring compliance with signing, guarding, safety standards, and reinstatement quality. Record utility works defects and ensure remedial work is completed satisfactorily, reporting non-compliance to the Street Works Manager.
- Collect evidence of offences under Traffic Management Act 2004, NRSWA, Highways Act 1980, and Health and Safety legislation, preparing statements and reporting to facilitate Fixed Penalty Notices.
- Ensure statutory undertaker works comply with Thurrock Permit Scheme and advise accordingly, reporting non-compliance.
- Inspect, track, and manage the quality of utility reinstatements post-completion, ensuring defects are rectified within specified timescales.
- Inspect S50 road openings, escalating non-compliance issues to the Network Manager.
- Utilise the Thurrock street works permit scheme database to manage permit applications, ensuring compliance with legislation.
Skills and Abilities (Essential)
- Good literacy and numeracy skills.
- Good IT skills, including using remote data capture and inspection recording devices.
- Willingness to work flexible hours and be a flexible team member.
- Possess a clean, full driving licence and ability to travel within the borough.
Skills and Abilities (Desirable)
- Knowledge of Microsoft Word, Excel, Outlook.
Special Knowledge (Essential)
- NRSWA Supervisor Certificate.
- Knowledge of Health and Safety legislation, including Construction, Design and Management Regulations and Chapter 8 of the Traffic Signs Manual.
- In-depth knowledge of the NRSWA and Traffic Management Act.
- Understanding of the Safety at Street Works & Road Works code of practice.
- Minimum 2 years experience in Street Works inspections for utilities, contractors, or Highway Authorities.
- Knowledge of street works non-compliances and permit conditions, with the ability to issue FPNs.
- Ability to authorise multi-way traffic management proposals and attend site meetings regarding TM proposals and reinstatements.
