Head of Procurement - Highways

Location: Hoddesdon, Hertfordshire (ideally 4 days a week in office)

A leading infrastructure contractor is seeking an experienced and driven Head of Procurement to lead its procurement function. With a strong footprint in highways maintenance and civil engineering, this is a unique opportunity to take full ownership of the procurement strategy, team development, and supply chain optimisation across a £135m+ turnover business.

Key Responsibilities

• Take full control of the procurement function, providing leadership, structure, and direction to the team
• Review and improve existing procurement procedures and implement best practices aligned with company goals
• Deliver measurable cost savings, particularly across a significant direct labour spend (~£21m)
• Oversee supplier performance and ensure effective management of an £80m+ supply chain
• Engage in senior leadership discussions, contributing to broader commercial strategy
• Lead a monthly procurement forum to maintain alignment across the business
• Provide coaching and mentoring to junior procurement staff, while assessing and improving current team performance
• Ensure compliance with procurement regulations and alignment with NEC3 and JCT contractual frameworks

What We’re Looking For

• Proven procurement leadership experience within the infrastructure, highways, or construction sectors
• Strong understanding of NEC3 and JCT contracts
• Excellent communication and stakeholder management skills
• Comfortable working in a fast-paced, delivery-focused environment – a “doer” mindset is critical
• Ability to build and lead a high-performing procurement team
• Commercially astute, with a practical approach to driving value through procurement
• Degree qualified and/or MCIPS preferred (but not essential)
• Previous contractor-side experience is essential – consultancy backgrounds will not be prioritised
