Job summary

Baltimore Consulting Limited is seeking a Head of Service - Permanence on a 6 Month Contract with an immediate start. The role offers hybrid working and a daily rate of up to £600, Inside IR35 via umbrella, to influence permanence planning and drive system-wide improvement in Children in Care services.

Qualifications

• Significant senior leadership experience within Children’s Social Care services.
• Proven track record leading Children in Care and Permanence Services.
• Strong knowledge of the Children Act 1989 and relevant statutory frameworks.
• Experience managing complex safeguarding arrangements, large teams and service budgets.
• Ability to influence senior stakeholders, deliver transformation and improve outcomes for children and young people.

Responsibilities

• Lead the delivery of an ambitious Permanence Strategy and drive innovative approaches to permanence planning and reunification.
• Provide strategic oversight of Children in Care, permanence services and complex, high-risk cases.
• Drive service improvement, performance management and quality assurance across statutory services.
• Build strong partnerships with key stakeholders across health, education, safeguarding and wider community services.
• Lead operational managers, support workforce development and take responsibility for budgets and resources.
