Job summary

Richmond and Wandsworth Council is seeking a Head of Integrated Enforcement to lead the borough-wide enforcement team and oversee the council-funded policing arrangements. This pivotal role requires strategic leadership, collaboration with the Partnership Police team and other partners to focus resources where they can make the greatest impact.

Qualifications

• Extensive management experience within enforcement including people, budgets and resources.
• Proven ability to work in partnership with communities and external partners.
• Experience of criminal and/or civil enforcement from investigation to prosecution.
• In-depth knowledge of criminal and civil legislation and strong community engagement.
• Current CSAS certificate or CSAS clearance before appointment or during probation.

Responsibilities

• Mobilise and lead the Integrated Enforcement Team (IET).
• Manage the Council’s S92 policing contract and related contract management functions.
• Oversee contracts and relationships with external enforcement agencies.
• Provide strategic leadership for enforcement, intelligence and tasking.
• Direct resources from the IET and Partnership Police to maximise impact.
• Drive an intelligence-led, community-focused approach to safety concerns.
• Ensure enforcement powers are dispensed appropriately and proportionately.
• Build relationships with elected Members, senior officers, partners and communities.
• Provide regular briefings to Members and partners as needed.
• Deliver visible outcomes that improve resident confidence.
