Job summary

Richmond and Wandsworth Councils are seeking a Waste Enforcement Manager to lead the Waste Enforcement Service and deliver cleaner, safer neighbourhoods for residents, businesses and visitors. You will oversee investigations, prosecutions and ensure enforcement is lawful and evidence-based, while guiding strategy and stakeholder collaboration.

The role requires significant enforcement expertise, leadership and strong communication skills to brief senior managers and Members.

Qualifications

• Significant enforcement experience including investigations, evidence gathering, statements and prosecutions.

Responsibilities

• Lead and develop the Waste Enforcement Team across Richmond and Wandsworth.
• Drive intelligence-led enforcement activity and service improvements.
• Oversee fixed penalty notices, appeals, representations and prosecution casework.
• Ensure enforcement activity is lawful, proportionate and evidence based.
• Manage budgets, contracts, performance reporting and service risks.
• Provide strategic advice and briefings to senior managers and Members.
• Work with partners including contractors, legal services, police and other agencies to resolve complex environmental issues.
