Job summary

M&D Care is seeking a Head of Estates to lead strategic management and development of the property portfolio across South and West Wales. You will ensure buildings are safe, compliant, sustainable, and fit for purpose now and in the future.

Working with senior leaders, contractors, and external stakeholders, you will deliver an estates strategy, manage budgets, drive capital projects, and maintain high-quality environments to support outstanding care.

Full Job Description

The Estates and Facilities department provides professional advice and technical support for M&D Care's diverse portfolio of properties across South and West Wales. As Head of Estates, you will lead the strategic management and development of the organisation's property portfolio, ensuring our buildings remain safe, compliant, sustainable, and fit for purpose both now and in the future.

You will be responsible for developing and delivering an innovative Estates and Facilities strategy that supports service growth, protects organisational assets, and ensures excellent environments for the delivery of outstanding care.

Working closely with senior leaders, operational teams, contractors, and external stakeholders, you will ensure all estates functions are delivered efficiently, safely, and within budget whilst supporting long-term business objectives.

Role and Responsibilities

Strategic Leadership

• Develop and implement the organisational Estates and Facilities Strategy.
• Provide expert advice on property management, estate planning, sustainability, and facilities operations.
• Lead the future planning and development of M&D Care's property portfolio.
• Prepare and present strategic reports, business cases, and board updates relating to estates performance, risk, investment, and sustainability.

Property and Facilities Management

• Lead and manage the Estates team, working closely with the Maintenance Manager.
• Oversee all building and grounds maintenance activities across the organisation.
• Ensure planned preventative maintenance programmes are effective, budgeted, and delivered.
• Maintain safe, compliant, and welcoming environments across all locations.
• Manage facilities services including maintenance, security, waste management, fire safety, and fleet operations.

Compliance and Health & Safety

• Ensure full compliance with all statutory, regulatory, and health and safety requirements.
• Work collaboratively with Quality and Health & Safety colleagues to maintain safe services and address identified risks.
• Implement systems to ensure robust risk assessment processes are in place across all properties.
• Monitor estates compliance performance and ensure effective governance arrangements are maintained.

Contractor and Supplier Management

• Procure, negotiate, and manage contracts, service level agreements, and supplier relationships.
• Monitor contractor performance and ensure services are delivered to agreed quality standards.
• Drive value for money through effective procurement and cost management practices.
• Ensure all works are appropriately quoted, approved, monitored, and delivered within agreed timescales and budgets.

Sustainability and Environmental Management

• Lead the organisation's environmental sustainability agenda.
• Develop and implement initiatives that reduce carbon emissions and improve energy efficiency.
• Take ownership of ESOS compliance and wider sustainability objectives.
• Identify opportunities for environmentally sustainable estate improvements.

Capital Projects and Service Development

• Lead capital investment programmes, refurbishments, and estate development projects.
• Apply structured project management methodologies to ensure successful project delivery.
• Work closely with the Company Development Director and operational teams to support service expansion and new developments.
• Ensure projects are delivered safely, on time, within scope, and within budget.

Financial Management and Reporting

• Manage estates budgets effectively and challenge expenditure to ensure value for money.
• Work collaboratively with Finance to support budget forecasting and financial control.
• Develop key performance indicators and reporting frameworks to monitor estates performance.
• Produce regular performance reports for senior leadership and Board review.

Fleet Management

• Oversee the management and maintenance of all company fleet vehicles.
• Monitor vehicle performance, defects, compliance requirements, and associated reporting.

Essential

• Extensive Estates and Facilities management experience within a multi-site organisation.
• Demonstrable knowledge of property compliance, health and safety, and facilities management.
• Proven experience managing maintenance programmes, contractors, and capital projects.
• Strong commercial awareness and budget management skills.
• Experience of developing estate strategies and leading organisational improvement initiatives.
• Excellent leadership, communication, and stakeholder management skills.
• Ability to work independently and manage competing priorities.
• Strong attention to detail and commitment to high standards.
• Passionate about improving environments and supporting organisational growth.
• Full UK Driving Licence.

Desirable

• Facilities Management qualification (IWFM Level 4/5 or equivalent).
• Experience within health and social care, housing, healthcare, or regulated environments.
• Experience producing Board reports and delivering strategic presentations.
• Knowledge of sustainability frameworks and carbon reduction programmes.
• Experience overseeing fleet management operations.
• Membership of a recognised professional body associated with Estates or Facilities Management.
