Job summary

National Grid is seeking an experienced Head of ED3 PMO for an 18‑month fixed term contract to steer a critical regulatory programme. You will lead governance, plan delivery, manage risks and provide succinct reporting to executive leadership.

You will coordinate across Regulation, Finance, Asset Management and Technology, ensuring alignment, readiness and timely decisions as ED3 progresses through Ofgem milestones and mobilisation for delivery.

As we prepare for ED3, our next regulatory period under the RIIO framework, we are developing the plans, investments and commitments that will shape the future of our electricity network. ED3 will determine how we deliver for customers, communities and stakeholders while enabling the UK's transition to a cleaner, more resilient energy system.

This is a pivotal moment for NGED. Following submission of our ED3 Business Plan, our focus turns to securing the strongest possible regulatory outcome and preparing the organisation to successfully deliver its commitments from day one of ED3.

About the role

We're looking for an experienced Head of ED3 PMO to join us on an 18-month fixed term contract leading one of NGED's most strategically important programmes during a critical phase of the ED3 journey.

This is a rare opportunity to sit at the centre of a business-critical transformation, leading the programme office responsible for coordinating activity across Regulation, Finance, Asset Management, Operations, Strategy, Digital and Technology, and other key functions.

Reporting to the ED3 Programme Leadership Team, you will own the integrated ED3 programme plan, ensuring the organisation has clear visibility of priorities, dependencies, decisions, risks and delivery readiness as we progress through Ofgem engagement, Draft Determinations, Final Determinations and mobilisation for ED3 delivery.

Success in this role will require far more than reporting and governance. You'll provide strategic leadership across a highly complex programme, ensuring the business remains aligned, informed and focused on achieving the best possible regulatory outcome while preparing operationally for the future.

This role offers significant exposure to senior leaders and executives and provides a unique opportunity to influence decisions that will shape NGED's direction for years to come.

What you will do
  • Lead the ED3 Programme Management Office, setting clear governance, standards and controls for a complex, business-critical programme.
  • Own the integrated programme plan, ensuring milestones, dependencies, critical paths and key decisions are actively managed.
  • Provide clear, timely and insightful reporting to programme leadership, executive governance forums and senior stakeholders.
  • Manage programme risks, issues, actions and dependencies, ensuring clear escalation and accountability.
  • Coordinate assurance and evidence management so programme outputs are robust, traceable and ready for review.
  • Build and lead a high-performing PMO team, promoting transparency, accountability and continuous improvement.
  • Work closely with programme leaders, workstreams and enabling teams to maintain alignment across delivery.
  • Turn complex programme information into clear recommendations and decision-ready insight for senior stakeholders.
About you

We're looking for an accomplished PMO or programme leader who can operate confidently in a complex, strategic environment. You'll bring:

  • Significant experience or working in and leading PMO in a large-scale transformation, regulatory, infrastructure or major programme environment.
  • Strong knowledge of programme governance, integrated planning, assurance, reporting, risk and dependency management.
  • A track record of influencing senior stakeholders and turning complex information into clear actions.
  • Strong leadership skills, with experience building effective teams, raising standards and driving accountability.
  • Strong analytical and problem-solving skills, with the confidence to challenge constructively and improve ways of working.
  • Highly experienced in programme reporting, data visualisation and planning tools, with strong capability across Microsoft Office and methodologies such as Primavera P6 and Microsoft Project
