North Lincolnshire Council invites applications for a high-profile Lead Officer – Design, Commercial and Technical Services. You will provide strategic leadership across design, engineering, technical and commercial functions to support regeneration, infrastructure and asset programmes across North Lincolnshire.

In this role you will drive innovation, quality and value for money, manage multidisciplinary teams, and work with stakeholders to deliver successful outcomes.

Qualifications

• Degree-level qualification or equivalent relevant experience.
• Project or programme management qualification or equivalent experience.
• Commitment to continuous professional development.

Responsibilities

• Lead the council's design, engineering, technical and commercial service functions.
• Provide professional and technical assurance across regeneration, infrastructure and asset programmes.
• Oversee procurement, commercial management and NEC contract delivery.
• Manage consultants, contractors and framework arrangements.
• Drive design quality, sustainability, innovation and digital transformation.
• Lead and develop high-performing multidisciplinary teams.
• Manage budgets, resources and service performance.
• Work collaboratively with colleagues, partners and stakeholders to deliver successful outcomes.
• Deputise for the Head of Service and represent the council at local, regional and professional forums.
