The Role:

This is a pivotal leadership role, working closely with the Strategic Director for Care and Wellbeing and operating as a key member of the Directorate Leadership Team. You will lead a diverse and skilled workforce responsible for financial control, performance and continuous improvement across Care and Wellbeing and Together for Families. We're looking for a high level of technical expertise combined with the ability to convene, influence and make connections across the organisation and amongst partners. You'll rapidly understand business need across a range of settings and ensure robust clarity on outturns, benefits and investments. Strong stakeholder engagement skills are a must, and you'll bring an informed appreciation of the cultural as well as operational dynamics of change.

With oversight of financial operations exceeding £360 million annually, you will ensure robust financial governance, drive innovation in service delivery, and lead the transformation of business support systems to improve outcomes for Cornwall's residents and ensure internal processes are effective and cutting-edge.

This position will be subject to an enhanced criminal record disclosure check.

Key Responsibilities

  • Lead financial control functions including financial assessments, payment processing functions, income collection, Direct Payments, and Appointee & Deputyships.
  • Provide leadership for Care and Wellbeing performance and business intelligence to support statutory reporting and strategic decision-making.
  • Act as Information Asset Owner for Mosaic, ensuring data integrity, maintain robust access controls and ensure continuous system development.
  • Champion cultural change, workforce development, and inclusive leadership across the service.
  • Represent the Directorate at senior corporate forums, influencing wider council strategies.

About you

We're seeking a visionary systems leader who:

  • Has proven experience in leading large, multidisciplinary teams in complex public sector environments. Have a proven track record of developing and managing staff, including performance management for an outstanding business support service.
  • Is an experienced manager with strong leadership skills, driving and displaying professional standards and behaviour with a passion for continuous improvement.
  • Demonstrates expertise in managing and monitoring budgets, planning and adapting resources to ensure delivery of a flexible, consistent high quality and cost-effective service.
  • Has expertise in business intelligence, performance management and digital transformation.
  • Has a collaborative, inclusive leadership style with a commitment to co-production and community engagement.
  • Has the ability to drive innovation, both navigate and champion change, and lead and inspire excellence across services.
