Job summary

RSM UK is seeking an experienced Frameworks & Dynamic Markets Manager to lead how the firm identifies, qualifies and manages framework positions across procurement routes. You will monitor the market, maintain a forward-looking pipeline and drive governance, reporting and input from legal, risk, finance, IT and information security to inform bid decisions and maximize value for the business.

Qualifications

• Experience with frameworks, dynamic purchasing systems or dynamic markets.
• Strong understanding of public sector and/or financial services procurement.
• Experience building and managing an opportunity pipeline.
• Strong commercial judgement to assess value, capability, risk and resources.
• Excellent programme and project management skills coordinating long-lead procurement.
• Strong stakeholder engagement and influencing abilities with senior leaders.
• Highly organised with accurate record-keeping, governance and reporting.
• Excellent written and verbal communication to interpret procurement information.

Responsibilities

• Lead early qualification conversations for new frameworks identified through tender alerts and market engagement.
• Assess previous framework activity and inform re-application decisions with clear impact analysis.
• Create and manage an application plan with governance, milestones and ownership.
• Interpret procurement documents and translate requirements into a clear response plan.
• Coordinate input from legal, risk, finance, IT and information security.
• Maintain a central register of framework positions with owners, scope and expiry dates.
• Monitor framework expiry and renewals; engage stakeholders well in advance.
• Create and maintain a frameworks/dynamic markets hub on intranet and deliver practical training.
