Job summary

RSM UK is seeking an experienced Frameworks Manager to lead its approach to identifying, qualifying, and managing places on frameworks, dynamic markets and master service agreements. You will steer early qualification conversations, plan applications, and oversee governance to ensure timely, well-prepared submissions.

The role requires commercial insight, strong organisation, and the ability to coordinate input across legal, risk, finance, IT and information security.

Qualifications

• Significant experience of frameworks, dynamic purchasing systems or dynamic markets.
• Strong understanding of public sector and/or financial services procurement practices.
• Demonstrable experience of building and managing an opportunity pipeline and turning market intelligence into practical preparation.
• Strong commercial judgement and ability to recommend actions.

Responsibilities

• Lead early qualification conversations for new frameworks identified through tender alerts and market engagement.
• Prepare and present assessments of previous framework activity to inform renewal decisions.
• Establish the application plan, governance, milestones and ownership for framework submissions.
• Translate procurement documents into clear response plans and coordinate input from legal, risk, finance, IT and information security.
• Maintain a central register of framework positions with owners, scope and renewal dates.
• Deliver practical training for partners and teams on framework operation and usage of existing positions.
