Job summary

DFTO in London is seeking a Senior Financial Planning and Analysis professional to provide expert budgeting, forecasting and analysis across its portfolio and external stakeholders. You will develop credible financial plans aligned with timetable milestones and challenge forecasts to support Spending Review submissions.

The role requires advanced Excel/modelling, governance acumen, and strong stakeholder engagement across DFTO, train operating companies and the Department for Transport.

Qualifications

• Membership of a recognised professional accounting body (ICAEW, ACCA, CIPFA, CIMA, ICAS) or IFAC equivalent.
• Strong financial planning, forecasting and analysis experience within a complex portfolio.
• Advanced Excel and financial modelling capability with clear output for senior audiences.

Responsibilities

• Draft instructions, coordinate timetable requirements, and prepare financial templates, reporting, analysis and insight.
• Develop and maintain a portfolio-wide forecast of financial performance with training operating companies.
• Lead financial performance discussions and provide portfolio-level insight and guidance.
• Provide expert insight into individual forecasts, benchmarking against peers and deliverability checks.
• Support stakeholders to strengthen accountability and improve financial discipline.
