Job summary
NELFT has around 133 buildings over London, Essex and Kent of which some are owned and some leased. This post would be to manage the Trusts Fire Risk Assessments throughout the Trust and liaise with PFI and landlords on ensuring delivery of FRA's and other fire docuements.
They would manage a digital software and audit of all fire risk assessments and fire drills.
The postholder would report directly to the fire safety manager and assist in duties within the fire safety remit. This could include attending and providing fire warden training, advice on the fire policies and incident reporting.
Carrying out fire risk assessments and creating actions. To have regular meetings with the estates team and building managers to ensure the actions are completed and signed off.
Main duties of the jobReporting to the Trust Fire Officer the post holder will be the Trust's Fire Safety Risk Assessor and will have a primary responsibility for developing, planning and implementing the Trust's fire risk assessments, assessing and reporting on performance and compliance as well as promoting a safe working environment. The post holder will ensure that the necessary advice and support is available to the Trust to enable it to discharge its statutory responsibilities effectively.
The post holder will provide a central advisory and information service on all matters concerning fire safety. Based on Regulatory Reform (Fire Safety) Order 2005, Fire Safety Act 2021 and the Health Technical Memorandum 05-01 Managing healthcare fires safety, and Health Technical Memorandum 05-03 Fire Code - Fire safety in the NHS - operational provisions.
The post holder may be involved in fire safety incidents such as but not limited to unattended fires at owned or leased premises, arson, or patient deaths due to fire. These may be stressful and traumatic which will be distressing but these have to be dealt with efficiently and effectively.

NELFT place a great deal of importance on new starters being properly welcomed and inducted into the Trust. All new starters will join the Trust on the first Monday of each month and will undertake a comprehensive induction of up to two weeks which will include mandatory training, systems training and the allocation of equipment. As part of the process new starters will have the opportunity to also meet the executive team, senior managers and attend a number of drop in sessions focussing in engagement, health and wellbeing and key processes. The induction will be held at our head office in Rainham, Essex.
Probationary Period
This post will be subject to a probationary period. Internal applicants are exempt from the probationary period (unless you are an internal applicant currently part way through a probationary period or currently a bank member of staff).
High Cost Area Supplement
This post also attracts payment for High Cost Area Supplement of 15% of the basic salary (with a minimum of £4,551 to a maximum of £5,735).

Responsible for undertaking Fire Risk Assessments as required by legislation and for identifying fire safety risks within the Trust controlled portfolio. This includes the full risk assessment procedure including arranging, planning , completion and monitoring of any resulting actions.
Assist and liaise with the local Fire Authority and Police in the investigation of fires and their cause(s). Keep a record of all fires, Support Managers, Fire Wardens in the preparation of Fire Reports.
Monitor the incidents of unwanted fire signals from fire alarm systems and identify measures necessary to control and reduce such signals. Keep records of these incidents and keep NHS statistical returns.
Provide fire safety advice with regards to the emergency planning and the impact within the Trust contingency plans.
Ensure that the Trust is kept fully informed of all major developments in Fire Safety Legislation and Department of Health Policy guidance and the organisation and management of fire precautions which affect the Trust.
Carry out suitable and sufficient Fire Risk Assessments as per the Regulatory Reform (Fire Safety) Order 2005, Firecode and the Trusts Fire Safety Action Plan.
Undertake specialist Fire Risk Assessments within clinical and non-clinical secure environments as required. Ensure the dissemination and practical application of Fire Risk Assessments to functional heads and staff with specific fire responsibilities.
Undertake specialist investigations of all fire incidents, producing appropriate reports for the Fire Safety Manager and the local manager with responsibility for fire safety issues.
Provide a specialist role in fire emergency planning, the impact with security issues and the organisations contingency plans. Maintain an effective site fire tactical plan with Security and the Fire and Rescue Service. Ensure the availability, currency and dissemination of fire strategy drawings incorporating fire hazards.
Maintain comprehensive records of all fire incidents and investigations ensuring that trends are identified, and that advice is given to the appropriate parties for remedial action to reduce incidents.
Advise on the planning and design of new or existing buildings/structures, with particular emphasis on specifications for fire precautions, compliance with applicable fire standards and legislation at both design and construction stages. This will involve liaison with the Capital Projects teams, Estates and Facilities staff, Capital Planning teams, Local Building Control and Fire Authorities.
Ability to communicate effectively in a range of forums across the Trust including presenting at formal governance groups and senior managers and directors, liaising with external stakeholders and contractors as required.
Assist in formulating Trust Policy and Procedures for Fire Management and assist in maintaining databases and documentation in relation to the above.
Prepare and present, when required, Fire Safety Reports.
Attend and contribute to the Trust Health and Safety, and Fire Committees.
Provide interpretation and application of the provisions of the Regulatory Reform (Fire Safety) Order 2005, Firecode and other official guidance and legislation in respect of fire safety in NHS premises. Ensure that fire safety statutory compliance is co-ordinated and maintained.
Communicating highly complex information to senior managers on fire safety and changes to the policy.
