POSITION OVERVIEW:
The Financial Counselor at RCA is part of the multidisciplinary team focusing on insurance coverage, benefit eligibility, and financial responsibility for treatment. The Financial Counselor educates and assists patients with making informed decisions about payment options and financial arrangements regarding their healthcare services. They determine and verify patient insurance coverage and eligibility for financial assistance programs. The role also involves helping patients improve their financial health and stability, which impacts social determinants of health. The Financial Counselor supports patients in RCA's inpatient and outpatient programs.
Key Responsibilities
- Support enterprise revenue and EBITDA targets through managing collection of patient financial responsibility (PFR) and enrollment of patients onto payment plans.
- Meet with all new patients within 72 hours of admission to review benefit details including estimated financial responsibility.
- Attend daily flash meetings to notify the multidisciplinary team about financial issues, concerns, and outcomes related to patient cases.
- Work closely with the multidisciplinary team regarding patient coverage status changes.
- Ensure all financial forms are completed, signed, and documented per RCA policies.
- Educate patients and families about payment options and financial assistance.
- Determine and collect payments for financial responsibility, setting up payment plans when necessary.
- Document financial responsibility collection methods.
- Support collection of outpatient co-pays.
- Enter all relevant financial information into the electronic system accurately.
- Ensure accurate financial registration for Private Pay patients.
- Secure payments for all Private Pay patients, including treatment services, private rooms, and Recovery Housing.
- Assist patients in reinstating health benefits when insurance policies have terminated.
- Coordinate with employers, HR departments, and insurance companies to reinstate coverage.
- Identify eligibility for medical and financial assistance programs and assist with applications.
- Stay informed on changes in State and Federal laws regarding insurance and third-party administrators.
- Manage RCA's Daily Collection Reconciliation processes, including reporting and depositing payments.
- Maintain complete documentation of activities and interactions.
- Collect fees for services provided.
- Collaborate with facility leadership and various departments, including the Mission Center, PFES, Finance, and Operations teams.
- Participate in data gathering for financial reporting.
- Conduct face-to-face discharge meetings, including account reconciliation and payment arrangements.
- Assist with discharge planning and resolution of uncovered days requiring payment.
- Support pharmacy workflows related to co-pays.
Skills and Education
- High school diploma or GED required.
- Six months of hospital registration, billing, collections, financial counseling, or customer service experience required.
- Understanding of health insurance and benefits required.
- Knowledge of medical terminology required.
- Excellent communication, organizational, and computer skills required.
- Experience with electronic health records preferred.
- Experience in substance abuse, crisis centers, ER, or Triage units preferred.
- Knowledge of CPT/ICD coding preferred.
- Strong interpersonal, problem-solving, decision-making, and time management skills.
- Ability to work independently and in a team, under pressure, with attention to detail.

Work Environment & Physical Demands
Work may occur in offices, clinics, hospitals, or outpatient settings. Employees spend much time on their feet, actively engaging with patients. Physical requirements include talking, hearing, using hands, occasional standing, walking, sitting, reaching, climbing, stooping, lifting up to 25 pounds, and administering CPR.
Travel
Primarily local travel during the business day, with some out-of-area and overnight travel expected.
