The main purpose of the role is to ensure effective financial reporting of information to Budget Holders and external bodies for statutory reporting of financial performance (Statement of Accounts), budgetary control, decision making, and ensuring effective financial control over the day-to-day operation of the Force. This will be done under the guidance of the Senior Finance Officer and to support the Finance Business Partners and Financial Accountant.
Main Responsibilities
- Support Budget Holders to ensure effective management of Force budgets (capital and revenue), ensuring value for money and accurate recording and reporting of spend against budgets.
- Undertake detailed analysis of expenditure and income to provide management information for decision making and statutory and non-statutory reporting, including statistics.
- Support the setting of annual pay and non-pay budgets, working with relevant budget holders and ensuring accurate and timely monitoring information.
- Ensure accounting procedures are followed at period end and year end for timely and accurate reporting, including posting journals and virements.
- Promote compliance with financial regulations, accounting instructions, and statutory instruments, including management audits.
- Build effective relationships with organisational areas and procurement staff for coordinated purchasing and budget management.
- Account for projects, incidents, or events to facilitate accurate management information and reimbursement, including grant claims.
- Ensure income is correctly accounted for, budgets are accurate, and fees are regularly reviewed.
- Support the delivery of the Treasury Management Policy.
- Administer purchasing cards, reconcile payments, and record transactions accurately.
- Carry out balance sheet account reconciliations as directed.
- Complete VAT and other tax returns and reconcile with the general ledger.
- Support the production of government and statistical returns and reports.
- Complete daily cash summaries and undertake investment or short-term loans in line with policies.
- Maintain imprest accounts and signatory lists.
- Undertake other duties as appropriate to the post's level and responsibilities.
Knowledge
- AAT qualification or substantial relevant experience.
- 5 GCSEs (or equivalent) including Maths and English, grades A-C.
- Understanding of financial regulations, policies, and accounting principles.
Experience
- Budgeting and budgetary control in a professional accounting environment.
- Financial accounting experience.
- Operating and extracting data from finance systems.

Special Conditions: Periodic travel within Warwickshire may be required.
