Job summary

Bank Of China in the United Kingdom seeks a Vice President to lead 2LoD oversight of liquidity and capital risk, regulatory reporting, and related controls. You will provide independent review, challenge to 1LoD, and engage with regulators, ensuring risk framework alignment and strong governance.

The role demands deep expertise in ICAAP/ILAAP, stress testing, scenario analysis, and effective collaboration with Finance, Treasury, Compliance and Internal Audit. Full-time on-site position.

Qualifications

• Degree educated in Finance, Business Management, Mathematics, Risk Management, Economics or relevant subjects
• Relevant professional qualification (e.g. CFA, FRM) is a plus
• Experience in liquidity and capital risk management and/or regulatory reporting within financial services, preferably Banking
• Experience in either a 1LoD or 2LoD role, with an understanding of independent risk oversight, review and challenge
• Experience in ICAAP/ILAAP, including liquidity and capital stress testing, scenario analysis and assessment of the impact on the Bank’s capital and liquidity adequacy
• Proven track record of engaging effectively with regulators (PRA, FCA) including participating in reviews, thematic audits and/or remediation programmes
• Understanding of UK regulatory reporting requirements (PRA/FCA)
• Excellent communication skills
• Demonstrated ability to constructively challenge and influence stakeholders at all levels, including senior leadership

Responsibilities

• Act as a 2LoD SME for Liquidity and capital risk management across the Bank, providing independent review and ongoing monitoring
• Provide independent review and challenge of regulatory reports, including liquidity and capital reports and 1LoD SME activities
• Monitor 1LoD risk assessments and ensure quality of 1LoD reviews
• Guide and review 1LoD controls testing; implement 2LoD controls testing programme
• Provide guidance to 1LoD on liquidity and capital risk policies and controls
• Oversee stress testing, scenario analysis and ensure alignment with risk appetite
• Review remediation plans for regulatory feedback, audits and recommendations
• Drive improvements across regulatory reporting and risk frameworks
• Collaborate with Finance, Treasury, Compliance and Internal Audit, supporting committees and risk culture
