Job summary

HM Revenue and Customs is seeking an Evidence & Insight Manager in Belfast to lead gathering, analysis and interpretation of qualitative and quantitative data. You will identify patterns and gaps, frame questions, and translate findings into actionable recommendations for senior stakeholders.

The role covers monitoring, evaluation and governance across EDI and workforce analytics, with an emphasis on practical impact and value for money. Flexibility and hybrid working are available.

Qualifications

  • Evidence and insight: Experience of gathering, analysing and interpreting qualitative and/or quantitative evidence to identify issues, draw proportionate conclusions and make recommendations that support decision‑making.
  • Evaluation and improvement: Experience of developing, applying or improving approaches to monitoring, evaluation, assurance, performance management or continuous improvement.
  • Communication and influence: Experience of translating complex information, evidence or data into clear, practical advice, reports or presentations for senior or non‑specialist audiences.
  • Stakeholder management: Experience of building effective relationships and working collaboratively across organisational or professional boundaries to achieve shared objectives.
  • Knowledge of equality legislation, the Public Sector Equality Duty or equality analysis approaches.
  • Experience of people analytics, workforce data, survey analysis or performance reporting.

  • Gather, analyse and interpret qualitative and quantitative evidence from multiple sources.
  • Identify significant patterns, disparities, risks and evidence gaps using management information, research, people data and stakeholder insight.

  • Distinguish clearly between evidence, assumptions and hypotheses, avoiding conclusions that the available information cannot support.
  • Translate findings into practical recommendations, options and decision points.

Monitoring, evaluation and performance

  • Design, apply and improve proportionate approaches to monitoring and evaluation.
  • Develop logic models, outcome measures, indicators and reporting arrangements that distinguish activity, outputs and outcomes.
  • Assess whether interventions are delivering intended outcomes and value for money.
  • Support benchmarking and comparison activity where it adds genuine insight.
  • Identify limitations in data quality, sample coverage or evaluation design and recommend realistic ways to strengthen the evidence base.

Governance and assurance

  • Produce concise briefings, governance papers and reports for senior leaders.
  • Present balanced advice on evidence quality, risk, impact, strategic alignment and value for money.
  • Establish and maintain proportionate governance and assurance arrangements for EDI evidence and evaluation activity.
  • Maintain oversight of evidence-related risks, decisions and dependencies, escalating issues appropriately.
  • Support transparent prioritisation so that resources are directed towards activity with a clear rationale and intended outcome.

Collaboration and capability

  • Build effective relationships across EDI, HR, People Analytics and Insight, policy, data owners and operational teams.
  • Work constructively with stakeholders who hold different interpretations or priorities.
  • Explain complex findings in accessible language and tailor communication to the audience.
  • Build confidence and capability in the appropriate use of data, evidence and evaluation.
  • Share practical learning and promote a culture of curiosity, challenge and continuous improvement.

Data stewardship

  • Promote lawful, ethical and proportionate use of sensitive workforce and diversity information.
  • Work with data owners and specialists to support appropriate data access, interpretation, retention and disclosure control.
  • Recognise when aggregation, suppression or specialist advice is required.
  • Ensure limitations and uncertainty are visible in reporting rather than hidden by false precision.

Person specification

You do not need to be a professional statistician, data scientist or existing EDI specialist. We are interested in candidates who can think critically, handle ambiguity, test assumptions, recognise the limits of evidence and turn analysis into useful decisions. Relevant experience may have been gained in research, policy, HR, operational delivery, assurance, performance, evaluation, audit or continuous improvement.

During the panel interview, your experience will be assessed through a 75min invigilated written exercise requiring candidates to analyse information, evaluate outcomes and recommend appropriate actions.

You will also be asked behaviour-based questions on Making Effective Decisions, Communicating & Influencing and Seeing the Bigger Picture, to explore in detail what you are capable of.
