Job summary

Lancashire Constabulary is seeking an experienced Estates Project Manager to lead a diverse portfolio of estate development, refurbishment and infrastructure projects across the Force. You will manage delivery in line with the project lifecycle, ensure time, cost and quality targets, oversee procurement frameworks and contract administration, and present robust governance at project checkpoints.

The role requires preparation of RAIDEO, RTM, RACI and Highlight Reports, with responsibility for

Qualifications

• HNC or NVQ Level 4 in Building/Construction or equivalent.
• PRINCE2 or MSP Practitioner / MAPM / Agile / APMP qualification.
• Full UK driving licence.
• Knowledge of Building Regulations and related statutory legislation.
• Experience with standard project management collateral (RAIDEO, Highlight Reports).
• Experience negotiating construction contracts (JCT/ NEC).

Responsibilities

• Act as project manager and contract administrator on Estates and Facilities Management projects.
• Delivery of projects in line with the Project Lifecycle, ensuring time, cost and quality.
• Complete project management documentation – RAIDEO, RTM, RACI, Highlight Reports etc.
• Lead Estates schemes, supervise works, monitor Health and Safety, assure quality and payment certificates.
• Manage project finances within procurement regulations and ensure schemes complete within budget.
• Understand and utilise procurement frameworks across the department.
• Ensure projects are governed and assured, adhering to Estates project methodology.
• Lead project checkpoints and governance, with escalations sponsored.
• Agree valuations and final accounts with QS and contractors.
• Undertake site and building appraisals for planned works.
