Job summary

Gap Personnel Limited is seeking an experienced Estates Services Officer to provide operational leadership across our clients Estate Services function. This role focuses on delivering high-quality estate services safely and efficiently across the borough, with accountability for cleaning, housing, and related estate operations.

You will line-manage supervisors, monitor performance, drive service improvements, and ensure compliance with health and safety procedures.

Qualifications

• Experience in estates, facilities management, cleaning, or housing operational environments.
• Experience supervising frontline teams and supervisors.
• Strong knowledge of service delivery, QA and inspection processes.
• Understanding of health and safety regulations and compliance.

Responsibilities

• Provide day-to-day operational leadership across estate cleaning services.
• Line manage Estate Services Supervisors and support workforce development.
• Oversee quality assurance programmes, inspections, and service standards.
• Monitor performance, identify trends, and implement service improvements.
• Act as the main escalation point for operational issues and service risks.
• Ensure compliance with health and safety procedures, including COSHH and risk assessments.
• Work with housing teams, contractors and stakeholders.
• Support delivery of cleaning services, window cleaning, void clearances and related estate services.

Gap personnel is seeking an experienced and motivated Estates Services Officer to provide operational leadership across our clients Estate Services function.

This is an exciting opportunity for a proactive leader with experience in estates, facilities, cleaning, housing, or operational service delivery environments. Reporting to the Estates Services Manager, you will play a key role in ensuring high-quality estate services are delivered safely, consistently, and efficiently across the borough. You will lead and support supervisors, drive service improvements, monitor performance, and help maintain excellent standards for residents and communities. As Estates Services Lead Officer, you will:

• Provide day-to-day operational leadership across estate cleaning services.
• Line manage Estate Services Supervisors and support workforce development.
• Oversee quality assurance programmes, inspections, and service standards.
• Monitor performance, identify trends, and implement service improvements.
• Act as the main escalation point for operational issues and service risks.
• Ensure compliance with health and safety procedures, including COSHH, risk assessments, and safe systems of work.
• Work collaboratively with housing teams, contractors, and other stakeholders.
• Support the delivery of cleaning services, window cleaning, void clearances, fly-tipping responses, and specialist estate services.

We're looking for someone who can demonstrate:

• Experience within estates services, facilities management, cleaning services, housing, or a similar operational environment.
• Experience supervising teams or frontline supervisors.
• Strong knowledge of service delivery, quality assurance, and inspection processes.
• Understanding of health and safety legislation and operational compliance.
• Excellent communication and leadership skills.
• Ability to analyse performance data and drive continuous improvement.
• Good IT skills and experience using performance monitoring systems.
• Full UK driving licence and ability to travel across the borough.
