Environmental Research - Project Manager, Birmingham

At ICF, your project management skills are a real asset. Over the past two decades, we’ve become the leading provider of environmental consultancy services to the UK’s Department for Environment, Food & Rural Affairs (Defra), as well as Natural England, the Environment Agency, and other government agencies. We work with multiple partners to deliver monitoring, evaluation, and learning projects that provide the evidence and analysis for better policy in this hugely important area of work.

We’re now looking for an experienced project manager to join our environment team to coordinate proposals and projects from proposal stage through to delivery and successful outcomes for our clients. We particularly welcome applications from people with experience in project management for UK government clients, especially Defra and Natural England. Relevant experience in Monitoring, Evaluation, and Learning (MEL) or project management for other UK government clients including FCDO will also be considered.

We welcome candidates with a background in the natural environment, ecology, climate, marine conservation and fisheries, countryside, and agriculture sectors, and will consider candidates with a background in monitoring, evaluation, and learning, public policy, social policy, and economics, preferably in relation to these sectors.

Key Responsibilities:
  1. Coordinate teams of internal and external experts to deliver environmental monitoring and evaluation studies in the UK related to the natural environment, climate, marine conservation and fisheries, the countryside, and agriculture.
  2. Lead the preparation and submission of proposals and their subsequent delivery, including budget development, contract review, quality management, risk management, budget control, performance review, client feedback, and client liaison throughout the project lifecycle.
  3. Manage projects to ensure all financial, contractual, and other obligations are met according to agreed terms and ICF quality standards.
  4. Build effective relationships with clients and subcontractors to ensure high-quality project delivery that meets client needs, on time and within budget.
  5. Work flexibly and adaptively in a fast-paced environment, managing multiple small to mid-sized projects within a large framework.
  6. Demonstrate a strong track record in bid and/or project management of environmental or monitoring and evaluation projects, working as a project and/or bid manager.
  7. Possess experience in consulting for UK government clients (e.g., Defra, Natural England, MMO, Environment Agency, FCDO, DESNZ).
  8. Showcase strong project management and commercial skills, with expertise in business or program leadership.
  9. Manage projects from inception to completion effectively.
  10. Exhibit excellent interpersonal skills and the ability to build collaborative teams.
  11. Communicate effectively, both in writing and verbally.

This role will be positioned as a Managing Consultant or Lead Managing Consultant level, depending on experience.
