Engineering Manager (CEM)

Sector: Rail / Civil engineering

Are you an experienced Contractors Engineering Manager with a passion for rail infrastructure? We have an exciting opportunity to join our dynamic civil engineering team supporting long-term, secured infrastructure projects across Wales.

About The Business Unit

Our busy, fast-paced civil engineering division operates across various sectors including rail, Environment Agency, and local authorities. We undertake multidisciplinary civils projects such as bridges, embankments, stations, tunnels, flood defences, and more. Our work spans both tendered one-off projects and long-term frameworks with key clients, including asset management and infrastructure projects.

Current Contracts & Projects

  • CP7 infrastructure projects
  • Minor works and Asset Maintenance frameworks
  • Typical works: bridge reconstruction/replacement, upgrades, station improvements, flood repair, coastal defences, scour prevention, tunnel refurbishments, and bridge deck replacements.

Role Overview

As an Engineering Manager / CEM on the Wales Civils CP7 Framework, you will oversee the full project lifecycle — from initial client remit, site investigations, and design stages, through to construction, commissioning, and handback. The framework is a minimum five-year, multi-million-pound contract dedicated to renewing and refurbishing rail civils assets across the Wales & Borders Route, including underbridges, overbridges, footbridges, tunnels, retaining walls, and scour defences.

Key Responsibilities

  • Manage the design development process, ensuring compliance with Network Rail standards (NR 02009) and governance.
  • Develop, agree, and oversee engineering processes and deliverables tailored to project complexity.
  • Conduct and facilitate design reviews; review project documentation (CPPs, WPPs, TBs, specifications, drawings).
  • Collaborate with clients, designers, and project teams to secure design approval and ensure implementation aligns with standards.
  • Approve construction methodologies and communicate changes to standards throughout the project lifecycle.
  • Oversee construction activities from site investigation through to commissioning, ensuring safety, quality, and standards are maintained.
  • Prepare and manage Health & Safety Files and project close-out documentation.

Ideal Candidate Profile

  • Chartered Member of a recognised professional body (e.g. ICE)
  • Accepted as a CEM within a contracting organisation
  • Extensive experience managing railway civil engineering projects, ideally within a multi-disciplinary rail environment
  • Proven ability to lead design, construction, and project delivery in complex civil projects
  • Strong knowledge of Network Rail standards and governance processes.
