Job summary

Pertemps Hillingdon Council is seeking a Procurement Officer to deliver low to medium-value procurement exercises across goods, works and services. You will manage activity from planning and tendering through to evaluation and contract award, ensuring compliance with procurement legislation and internal governance.

You will collaborate with service teams, commissioners and suppliers to achieve value for money, improve processes and deliver effective commercial outcomes.

Qualifications

• Proven experience delivering low to medium-value procurement exercises.
• Experience managing end-to-end tender processes including documentation and awards.
• Understanding of public procurement legislation and the Procurement Act 2023.
• Knowledge of tendering procedures, framework agreements and evaluation methodologies.
• Experience working with stakeholders, budget holders and service teams.

Responsibilities

• Manage end-to-end procurement exercises from planning through tender and award.
• Prepare tender docs, specifications, pricing schedules and award reports.
• Conduct market research and spend analysis to identify savings opportunities.
• Ensure compliance with procurement legislation and internal governance.
• Publish procurement notices via the Central Digital Platform.
• Engage with stakeholders and suppliers to provide guidance on processes.
• Maintain procurement records, contract registers and audit trails.
• Support contract mobilisation, management and forward planning.
• Use procurement systems such as Oracle and Proactis.
