Here's where you come in:
As a Food Assistance & Non-Food Item (NFI) Advisor, you will be responsible for strategic leadership and management of all actions/activities related to the food assistance and non-food items (NFI) portfolio established within the Response, including a multi-disciplinary project team. You will provide technical support and programmatic guidance to the project team, represent the response at relevant cluster/technical working group engagements, and support assessments, project design, and donor negotiations. The Food Assistance and NFI Advisor ensures all interventions align with standards set by the donor, humanitarian industry, and World Vision International to ensure quality and efficient delivery of humanitarian assistance and accountability to relevant stakeholders.
Key Responsibilities
Leadership
- Provide strategic oversight and leadership of the Food Assistance and NFI Programs, in compliance with Disaster Management Standards and donor guidelines.
- Establish and maintain effective working relationships with the DM Regional Technical Advisor throughout the project duration.
- Ensure strong communication and coordination with all team members to effectively achieve program objectives.
- Spearhead innovation and creativity within the food assistance and NFI programs to ensure cost competitiveness and value for money.
Management of Food Assistance (In-kind, Cash and Vouchers) and Non-Food Items Resources
- Lead the project team in participatory planning and implementation of activities, ensuring adherence to technical standards, best practices, and donor guidelines.
- Provide supervision and technical support to all food assistance and NFI activities to ensure they are managed and implemented as per approved award documents, donor, and WVI guidelines/standards.
- Design strategies, partnerships, and interventions to ensure project activities and implementation approaches are gender, age, and ability inclusive and compliant with requirements.
- Work closely with all departments (other operations stakeholders, finance, procurement, supply chain management) to provide technical support needed for the implementation of all food assistance and NFI activities.
- Identify and support program staff capacity building and development.
Implementation and Program Quality:
- Work with all sectors within the response to ensure food assistance and NFI interventions are well integrated with existing sector programs for maximum impact.
- Maintain appropriate tracking systems for food assistance and NFI interventions to ensure proper accounting and stewardship of all resources.
- Ensure all distributions are executed in line with industry, donor, WV, and humanitarian standards, with proper documentation.
- Support operations with implementation challenges through capacity building.
- Support procurement teams in inventory control and tracking.
External Engagements/Networking/Grants Acquisition
- Participate in the development of new project proposals and explore opportunities for program growth.
- Network with humanitarian and private stakeholders to support funding opportunities and partnerships.
- Represent the response in relevant cluster or working group meetings.
- Provide reports and updates to stakeholders on key developments.
Risks Management and Compliance:
- Ensure teams are updated on key issues, develop SOPs and risk management registers.
- Conduct compliance reviews and program adjustments as needed.
- Develop policies and procedures to prevent misconduct and ensure compliance.
Knowledge, Skills, and Experience
- Technical diploma or university degree in relevant fields; Master's preferred.
- 4-5 years experience in food security programs, with at least 3 years in food assistance and NFI programming.
- Strong computer skills, facilitation, communication, analytical, and organizational skills.
- Experience with international standards and supervision of staff.
Additional Qualifications:
- Understanding of food management systems, computer software, and capacity to work under pressure.
Travel and Work Environment:
- Ability to travel domestically and internationally.
- Work hours may exceed 12 hours during response periods.
- Work environments can be insecure or below standard.
Effective written and verbal communication in English required; knowledge of other UN languages is a plus.
