Job summary

CBRE is seeking an EMEA Procurement Manager to lead sourcing, negotiation, and performance management of service providers for outsourced services across the EMEA region. You will support internal stakeholders in developing and executing procurement strategies with a focus on cost optimization and service quality.

Qualifications

• 5-8 years of experience leading strategic sourcing initiatives for hard and soft FM services.
• Experience developing and negotiating contracts with suppliers.
• Experience managing a sourcing program across geographies, supporting FM Operations and Finance teams.
• Strong analytical capabilities to evaluate deals and understand pricing structures.
• Solid understanding of Facilities Management Services.
• Experience in a contract management environment with an FM service provider is a plus.
• Proven track record of managing bids up to $2m USD.
• Ability to use metrics and reporting software to support presentations.
• Strong interpersonal skills and ability to work in teams with excellent presentation skills.

• Identify market trends, short and long-term sourcing options, and partnering opportunities with vendors.
• Plan and lead negotiations, and implement procurement initiatives to improve quality of service while minimizing cost.
• Provide guidance on procurement processes including risk/regulatory/compliance requirements.
• Sourcing execution support to manage and deliver commercial negotiations with vendors.
• Assist with RFQ / RFP / ITB, selecting solutions, and negotiating.
• Prepare and maintain contracts with national and regional service providers; ensure compliance.
• Manage supplier and contractor certification processes and conduct periodic reviews.
• Coordinate supplier reviews with stakeholders and use CBRE GWS software to manage.
• Facilitate corrective action plans for under-performing suppliers to stabilize performance.
• Manage contract documentation, amendments, extensions, terminations, expiration procedures.
• Engage with stakeholders to mitigate business risks and secure favorable terms.
• Ensure timely communication and status updates; adhere to SLAs.
• Develop high-quality stakeholder briefings with excellent writing for strategy and awards.
• Manage vendor KPIs and fees at risk (FARs).
• Plan, track, and report annual savings targets and maintain savings database.

About the role: as the CBRE EMEA Procurement Manager, you will be responsible for sourcing, negotiating, and performance managing service providers for outsourced services for a Fortune 500 company client, across the EMEA region. You will assist internal and external stakeholders with the development and execution of sourcing and procurement strategies.

You will be part of the Procurement function, integrated within the Operations team.You will be responsible for supporting our client account Operations and Finance teams delivering principal and agent services in more than 40 countries function for operation sites in the EMEA region

Key Responsibilities

• Identify market trends, short and long-term sourcing options, and short and long-term partnering opportunities with vendors.
• Planning and leading negotiations, and implementing procurement initiatives to improve quality of service while minimizing cost.
• Demonstrating subject matter expertise to provide guidance to relevant stakeholders on procurement processes including all risk/regulatory/compliance requirements.
• Sourcing execution expertise support to manage and deliver commercial negotiations with vendors.
• Assist with creating RFQ’s / RFP’s and ITB, selecting solutions, and negotiating.
• Prepare and maintain contracts with national and regional service providers. Ensure contracts adhere to company standards, and maintaining a library of up-to-date, compliant contracts for the region
• Manage supplier and contractor certification process. Conduct periodic visits to client and supplier locations to review vendor performance.
• Transitioning client managing agent spend to principal service delivery
• Coordinate periodic supplier business reviews with key stakeholders; and leveraging CBRE GWS’s software to manage.
• Facilitate corrective action plans for under-performing suppliers to stabilize performance.
• Prepare contract documentation and manage contract amendment and contract extension, termination, expiration procedures.
• Engaging with key stakeholders, aligned to CBRE and client policies and control areas to ensure mitigation of business risks, and achieve favorable terms for any contract agreements.
• Ensuring timely communication and status updates, agreeing realistic timeframes, and adhering to SLAs
• Developing high quality stakeholder briefings with excellent writing skills at both at service procurement strategy and final award phase
• Manage vendor key performance indicators (KPIs) and fees at risk (FARs)
• Manage the planning, tracking and reporting of the Annual Savings Targets and maintenance of savings database.

Required Knowledge and Skills

• 5-8 years of experience leading strategic sourcing initiatives specifically for hard and soft FM services
• Experience in developing and negotiating contracts with suppliers.
• Experience managing a sourcing program across geographies, providing hands-on support to FM Operations and Finance teams.
• Strong analytical capabilities to evaluate deals and understand what fair and optimal pricing structures are.
• Has a solid understanding of Facilities Management Services
• Experience working in a contract management environment with an FM service provider will be an added advantage.
• Has a proven track record of managing bids up to $2m USD.
• Ability to use metrics and reporting software to support presentations (internal, client-facing, and external)
• Strong interpersonal skills with a proven ability to work in teams.
• Ability to communicate effectively with internal and external stakeholders with excellent presentation skills.
