The East Berkshire Primary Care Provider Collaborative (EBPCPC) is seeking an experienced and ambitious Programme Senior Lead to support the development and delivery of a new collaborative model for primary care across East Berkshire.

Base: Hybrid working with travel across East Berkshire; Band 8c; lead governance, planning and reporting, and build strong relationships with practices, PCNs and system partners.

Main duties of the job

This is an exciting opportunity to workalongside clinical leaders, provider organisations and NHS partners to helpbuild and shape an influential provider collaborative.

  • Lead delivery of the Collaborative's workprogramme and strategic priorities.
  • Establish effective governance, planning,reporting and assurance arrangements.
  • Build trusted relationships with practices,PCNs and system partners.
  • Coordinate programmes covering transformation,quality improvement and neighbourhood development.
  • Provide high-quality support and advice to theCollaborative Board and the Executive Group.
  • Establish governancearrangements for the Collaborative.
  • Support developmentof the Board and Senior Leadership Team.

Job Purpose

The Programme and Operations Senior Lead will providededicated programme management, governance and operational leadership tosupport the establishment and delivery of the East Berkshire Primary CareProvider Collaborative.

The postholder will work closely with the ProviderLeads, PCNs, practices, the East Berkshire Provider Partnership and the ICB toensure the Collaborative develops into a sustainable, effective and influentialorganisation capable of delivering strategic priorities and programmes atscale.

The role will establish robust governance, coordinatedelivery of agreed workstreams, support stakeholder engagement and provideday-to-day operational management across the organisation.

Key relationships for this post will include EastBerkshire general practices and PCNs plus federations and primary careproviders, PCPC host organisation, East Berkshire community pharmacy, optometryand dental leadership, Thames Valley ICB, East Berkshire neighbourhood partnersand provider partners.

Key Responsibilities

ProgrammeManagement

  • Lead the day-to-day coordination ofthe work programme.
  • Develop and maintain programmeplans, milestones and delivery schedules.
  • Monitor progress against agreedobjectives.
  • Escalate risks, delays and issuesappropriately.
  • Produce regular progress reports forthe Board and Provider Leads.
  • Ensure agreed actions from meetingsare implemented.

Governance

  • Support development andimplementation of the governance arrangements.
  • Maintain governance documentation forthe Board and associated groups including terms ofreference, standing orders, risk register, decision log and conflict ofinterest register.
  • Coordinate annual work plans, linemanage individuals and provider clear leadership to workstream teams.
  • Ensure governance arrangementsremain compliant and transparent.

Board andCommittee Support

  • Organise and manage Board meetings,implement engagement plan and deliver workshops.
  • Produce high-quality Board papers tosupport effective decision making including scoping best practice from otherareas, identifying opportunities and risk, plus develop business cases forservices.
  • Support reporting requirements toprovide assurance to the Board of delivery and ensure executive team has up todate and accurate status on programmes.
  • Actas the operational point of contact for the PCPC for internal and externalstakeholders, alongside other executive team members.

OperationalDelivery

  • Coordinatedelivery of agreed Collaborative workstreams including those set out in the ICBMOU, plus Neighbourhood Development,Innovation Fund programmes, Primary Care Transformation, Prevention programmesand quality improvement.
  • Lead on communications to engage andinform practices, PCNs, federations and primary care providers using timely,clear and regular communications.
  • Maintain clear feedback mechanismsbetween practices, PCNs and the Board.
  • Work with the host organisation tomonitor finances, track expenditure, secure transparency and maintain value formoney across programmes.
  • Manage the performance across PCPCin line with the outcomes commissioned by ICB and other organisations, as wellas secure high performance across local primary care.

Qualifications
  • Educated to master's degree level (postgraduate studies) or equivalent level of experience of working at a senior level in specialist area.
  • Continued professional development including senior leadership and subject matter learning for commissioning and primary care.

  • An understanding of the background and aims of current healthcare policy, appreciating the implications on engagement.
  • A good understanding of the relationship across the Integrated Care Systems (including Integrated Care Boards), and individual provider organisations.
  • Previous experience of strategic delivery, budget responsibility, involvement in budget setting and working knowledge of financial processes.
  • Experience of working with, and building and developing successful professional relationships with, a range of stakeholders (internal and external).
  • Experience of managing and motivating a team, including managing work performance of individuals and team.
  • Working knowledge of Microsoft Office applications (Word, Excel etc.) with intermediate keyboard skills.
