Role Summary
The Operational Specialist is a new role in FCMS. Using experience and knowledge of service delivery, alongside the Operational Manager, you will be responsible for the smooth running of our services on a routine basis, with visible management and leadership of service delivery teams.
Role
The Operational Specialist will support the Blackpool Place Operational Manager in providing our staff with the right environment (physical and non-physical) to deliver exceptional healthcare. Blackpool Place includes: Blackpool Victoria Urgent Treatment Centre (including the Front door triaging function) and the Face-to-Face element of Fylde Coast GP Out of Hours.
Your focus will be on day-to-day service provision, ensuring that the Blackpool Place service meets the demands of commissioners (KPIs and Quality), handles the volatile nature of Urgent and Emergency Care, and meets patient expectations.
Key Duties and Responsibilities
- Provide compassionate, effective, and visible management and leadership to the Blackpool Place team.
- Ensure good people management practices and promote effective team-working across Blackpool Place.
- Model a learning and coaching culture based on openness, learning, and continuous improvement.
- Encourage staff to take personal responsibility and support autonomy in delivering healthcare in a high-pressure environment.
- Support the day-to-day management of the Blackpool Place service/team.
- Assist staff with knowledge of software, systems, and equipment use.
- Collaborate with Virtual Care, NWAS, Blackpool Teaching Hospitals Emergency Department, and other partners to ensure efficient patient journeys.
- Participate in senior management on-call rotations during out-of-hours periods.
- Work with the Lancashire Lead and Operational Manager to ensure service standards, contractual obligations, and KPIs are met, creating and monitoring improvement plans as needed.
- Coordinate with other units to ensure seamless service delivery and patient safety.
- Contribute to staff planning, rota management, and capacity handling in real-time.
- Develop operational dashboards and reports in collaboration with the Business Intelligence Team.
- Continuously review and improve service processes, policies, and procedures.
- Work with staff to evidence the clinical and non-clinical impact of services.
- Support organizational transformation and service development initiatives.
- Implement new technologies and processes, ensuring smooth transition to routine operations.
- Maintain effective communication and coordination with wider health and social care partners.
- Support staff training and ongoing professional development.
- Participate in Clinical Governance activities, including audits, incident reporting, and complaint management.
- Oversee inventory management and supplies.
- Assist in managing the department budget and contribute to annual financial planning.
- Adapt to external and political influences affecting the service.
Additional responsibilities may be amended to reflect changing circumstances.
Qualifications and Training
Be fully conversant with FCMS clinical computer systems. Attend relevant training, seminars, and development courses. Training for new equipment or procedures will be provided as needed.
Other Responsibilities
Maintain confidentiality, comply with Data Protection Act 2018, observe Health and Safety regulations, and adhere to clinical and corporate governance standards. Ensure no conflicts of interest with outside employment. Comply with Working Time Regulations and promote a respectful, inclusive workplace. Attend annual fire training, adhere to no-smoking policies, and undergo DBS checks as required.

Person Specification
Qualifications: 5 GCSEs A*-C including English or equivalent. Experience: managerial roles, report writing, digital skills, policy development, understanding of governance and employment law. Other: approachable, motivated, ambitious. The role is subject to DBS and other employment checks.
