Job description

Please note that the job role requires you to be mobile throughout an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.

The Role

Essex Highways manages and maintains one of the largest highway networks in the country, including 5,000 miles of roads and around 5,000 miles of footways. It is a delivery partnership between Essex County Council and a contractual partner. As an Essex County Council employee, you will collaborate with our partner to deliver services such as road maintenance, street lighting, drainage, flooding, winter travel, road safety, traffic management, highway development, bridges and structures, grass and vegetation, bus stops and shelters, public rights of way, and roads strategies for Essex highway users.

The Opportunity

The Drainage Technician will deliver planned works and services within Essex Highways, aligned with Essex County Council strategies and policies. The role involves supporting the coordination of resources to execute maintenance work programs, including investigation, design, planning, programming, implementation, and monitoring of highway drainage projects. The technician will work with internal staff, operatives, supply chain partners, consultants, and stakeholders to ensure cost-effective solutions.

Accountabilities
  1. Support the implementation of Essex Highways policies and procedures related to Health and Safety, Environmental, Quality, and Construction Design to minimize injuries.
  2. Provide timely and accurate advice to senior leaders, members, local councillors, and the public on highway matters, responding to complaints to meet targets and standards.
  3. Assist in budget monitoring to ensure value for money.
  4. Help in ordering work and services to enable timely and within-budget program delivery.
  5. Act as an expert witness at Crown Court, Public Inquiries, and Hearings, preparing detailed evidence and liaising with legal counsel.
  6. Contribute to the identification, design, planning, programming, and ordering of works and services.
  7. Identify future schemes and service opportunities for platform development.
  8. Support team performance by providing prompt and courteous responses to queries and complaints.
  9. Understand Essex Highways' overall functions and how your responsibilities contribute to its objectives.
  10. Participate in performance management with specific targets and objectives set annually.
The Experience You Will Bring
  1. Educated to RQF Level 3 ('A' level) or equivalent, with experience in Highways.
  2. Evidence of ongoing professional development; membership of or progress towards a relevant professional institution is desirable.
  3. Knowledge of design procedures, standards, and specialist software tools related to highways.
  4. Understanding of Highway and Health and Safety legislation, including Construction (Design and Management) regulations.
  5. Strong written and verbal communication skills, capable of building effective relationships.
  6. Knowledge of financial management, including budgeting and controls.
  7. Ability to develop and maintain effective internal and external relationships.
  8. Skill in prioritizing work to support business priorities, managing performance, and seeking feedback for improvement.
