Job summary

Dŵr Cymru Welsh Water is seeking a Delivery Lead to manage the Cwm Taf DPC programme in Newport. You will lead a multidisciplinary team, oversee design and delivery options, and ensure governance, risk management and H&S compliance across all stages of delivery.

Responsibilities

• Lead multidisciplinary team to deliver the Cwm Taf DPC programme.
• Direct design/delivery contracting options and support tender evaluation; advise Board on award.
• Ensure H&S compliance; define roles between Client, Principal Contractor and Principal Designer.
• Identify and manage design/construction risks to minimise impact and cost.
• Governance across internal/external processes and reporting to Steering Group and Board.
• Act as client to capital delivery process; validate design and contractor proposals.
• Develop and manage robust budgets; work with PMO on risks and changes.
• Ensure team can scale with programme needs.
• Collaborate with Operations, Assets, Procurement, Regulation and Capital Delivery.
• Maintain accurate cost and programme forecasts; respond to information requests.
• Support Head of Water Capital Delivery with PR29 strategy and submissions.
• Lead on health, safety and wellbeing as part of Water Leadership Team.

What you’ll be responsible for

1. Leading a multidisciplinary team of Dŵr Cymru Cyfyngedig (DCC) and external consultants to develop, manage and deliver the programme of works that will be required to deliver the Cwm Taf DPC project.

2. Provide direction and management on the chosen design and delivery contracting options and support and input to the tender evaluation criteria. Assess the tenders and make a recommendation to the Board for contract award from a design, build and finance position.

3. Ensure that the delivery of the Cwm Taf programme is done in full compliance with best H&S standards ensuring clarity of roles between Client, Principal Contractor and Principal Designer.

4. Ensure that design, construction and commissioning risks are identified, documented and managed to minimise the impact on the client and ensure safe and cost-efficient construction and operation.

5. Ensure that all stages of governance from internal and external processes and stakeholders are complied with fully and in a timely manner to achieve the programme milestones. As part of the DPC Management Team, assist in reporting into a DPC Steering Group and DCC Board in order to achieve the decisions required to deliver the scheme.

6. Working as the client to the capital delivery process to ensure appropriateness of design and construction with adequate due diligence tests on designer and contractor proposals.

7. Ensure that robust budgets for each phase of work are developed, financed and the outcomes are achieved within the approved sums. Working with PMO on risk registers and the management of change.

8. Ensuring the team can right-size and flex with the skills required to meet the programme needs.

9. Working closely with the Operations, Assets, Procurement, Regulation and Capital Delivery to ensure all DCC stakeholders are onboard with the strategy and problems are escalated and resolved in a timely manner.

10. Working with all stakeholders to maintain an accurate forecast of cost and programme through all stages of the project life cycle. Responding to information requests from key stakeholders.

11. Other Delivery Lead activities include supporting the Head of Water Capital Delivery and the wider DCC business on development of their PR29 strategy and production of the necessary supporting information to support any PR29 DPC/SIPR submission.

12. As part of the Water Leadership Team, lead on all things health, safety and wellbeing.

13. Undertaking any other duties as required to meet the needs of the business.

About you

Qualifications

• Strong business and portfolio delivery skills. Programme Management expertise
• MBA, Chartership or business school level leadership development

Experience

• Operated at a Senior level within a business plan / investment delivery role, ideally within the utilities sector.
• Implementing best practice programme management techniques to drive value for money and an outcome delivery approach.
• Strong commercial/financial track record developed within a multi-stakeholder and regulated environment.

Experience of chairing senior management meetings and contribute to executive and board meetings including delivering presentations in a clear and structured manner.

• Demonstrable experience of OJEU procurement for large scale infrastructure projects including the economics of large infrastructure developments, provision of tender documentation, evaluation and award.
• Experience in managing difficult situations and mixed priorities to ensure resolution of issues. Managing project outcomes with external organisations to strict and challenging deadlines.
• Experience of developing procedures, processes and risk reporting which can be used to highlight potential issues and opportunities before they occur

Knowledge & Skills

• An intuitive ability to simplify complex commercial concepts and contracts into principles and focus areas for executive and boards to digest and make decisions.
• Confident at presenting to and negotiating with external and internal stakeholders at all levels. Outstanding written communication and content presentation skills
• The ability to gather, understand, analyse and interpret information quickly. Proven capability to engage and influence a diverse range of stakeholders to overcome challenges.
• Ability to work in a fast-moving environment with an openness towards working to a common goal through significant personal contribution. An ability to think strategically whilst ensuring day to day delivery of services.
• The ability to look at issues from a broad perspective, to come up with imaginative solutions, and to identify innovative alternatives to typical, unusual or difficult situations or problems.
• A strong knowledge of the Water Industry and water and wastewater treatment processes and network operations.
