Job summary

Carrington Blake Recruitment is seeking an experienced Head of Employment Services to provide strategic leadership across HR operations, employee services and resourcing for a major local government organisation in London. You will lead the Employee Services Centre, oversee HR systems, data, recruitment and workforce information, and drive process improvement.

This senior role requires proven experience in local government or major public sector organisations, with strong stakeholder management

Qualifications

• Senior HR professional with track record in HR operations and employee services.
• Experience leading customer-focused HR administration and resourcing.
• Strong knowledge of local government HR processes preferred.

Responsibilities

• Lead the Employee Services Centre to ensure an effective, customer-focused HR administration service.
• Develop and monitor SLAs, KPIs and customer satisfaction measures.
• Oversee HR processes across the full employee lifecycle, including Payroll and Pensions.
• Lead employee resourcing and recruitment strategy from briefing to offer and checks.
• Lead HR and resourcing teams with direction, performance management and development.
• Ensure recruitment policies and information are compliant and accessible.
• Manage Oracle Cloud HR system and maintain high-quality employee data.
• Lead HR MI production and workforce insight to inform decisions.
• Manage agency staffing contracts, supplier performance and compliance.
• Oversee IR35 compliance and temporary staffing arrangements.
• Procure and manage DBS, Occupational Health and EAP contracts.
• Monitor supplier performance, budgets and service quality across HR contracts.
• Contribute to HR strategy, policies and workforce planning.
• Provide senior-level advice to Executive Management and HR Leadership Team.
• Build relationships with senior managers, Members, employees and suppliers.
• Ensure GDPR and data protection compliance in records and documentation.
• Support equality, diversity and inclusion initiatives.
