Job summary

East Riding of Yorkshire Council seeks an experienced HR leader to head People Services and guide the organisation through transformation and workforce modernisation. You will provide strategic HR leadership, trusted advice and governance across a large, complex council.

We are looking for an experienced and highly credible HR professional to join People Services as our new Head of Human Resources.

This is a significant leadership role at an important time for the Council. Like many local authorities, we face financial challenges, increasing service demand and the need to continuously review how we deliver services. As we implement our transformation programme and develop our future operating model, the Head of HR will provide the professional leadership, workforce expertise and organisational change capability needed to help the Council adapt, modernise and build a resilient, high-performing organisation that delivers the best possible outcomes for our residents and communities

Reporting to the Director of People Services, you will lead the HR service and provide clear, trusted and professional advice across the Council. You will play a key role in maintaining and building on our positive employee relations, working closely with our trade unions and ensuring we manage complex employment and workforce issues well.

You will bring sound professional judgement and a strategic approach to workforce risk, ensuring people decisions are fair, consistent and well-informed. We are looking for an experienced HR professional with a strong track record of leading high-performing HR services, developing strategic business partnering and providing professional leadership across complex people, workforce and organisational matters. You will drive service improvement, strengthen workforce governance and support effective organisational change and workforce transformation.

You will also be committed to developing our own HR staff, building their skills, confidence and professional knowledge and creating opportunities for people to grow and progress. You will set high professional standards and build the capability we need for the future.

You will be professionally qualified at Chartered Member level (Chartered MCIPD) or equivalent, with significant HR experience in a large, complex organisation and the confidence to work effectively with senior leaders, members and trade unions.
